A memo from the Ministry of Finance in Antigua and Barbuda has sparked widespread discussion after circulating on social media platforms like WhatsApp.

The memo, dated December 29, 2023, and titled Circular No. 4/2023, addresses the payment of salary increases to public servants but explicitly excludes parliamentarians and ministers from the recent salary hike.

According to the memo, the Cabinet of Antigua and Barbuda approved a 14% increase for all public servants, both established and non-established staff, for the contract period from 2018 to 2023.

However, this increase does not apply to parliamentarians and ministers, judges, persons on the Work Experience Programme, and contract officers unless specified in their contracts.

The breakdown of the salary increase implementation is as follows:
– 2018: 5% (already granted on January 1, 2018)
– 2019: 5%
– 2020: 4%
– 2021: 0%
– 2022: 0%
– 2023: 0%

The memo clarifies that ministries, departments, and divisions do not need to process documentation for this increase as it will be handled by the Treasury Division. It also mentions that further information will be provided regarding the computation of retroactive payments.

The exclusion of parliamentarians and ministers from the salary increase has raised questions and discussions among the public after Prime Minister Gaston Browne said over the weekend that it is applicable to all parliamentarians, pensioners, and Ambassadors.

    When will the ABLP give up all their underhanded deeds and corrupt ways.

    You guys: FERN, PAM, ERIC et al CANNOT do anything right, or retract by backdating your INCOMPETENCE.

What this shows is that there are underground forces perhaps within the Ministry of Finance that are leaking confidential memos to John Public which contradicts the government stance on this subject. It only further complicates the whole issue and gives support to the argument that the new pay increases DID NOT originally include Parliamentarians and the decision to include them was done much later. This is bound to add more fuel to this drama and would perhaps account for why the increases to Parliamentarians are yet to be credited to their account.

The fact that the circular says that the salary increase is not applicable to judges underscores the ridiculousness of the whole matter and shows that the government and its technicians are completely lost. The salaries of OECS Judges are not determined by any one OECS country unilaterally. Once again the government has shown it does not know what it is doing.

  5. Not to worry, ABLP will soon produce a back-dated copy to try to make further fools of their supporters; or to have their supporters make further fools of themselves.

  7. Reading truly is fundamental. The memo really is about back pay. It outlines the fact that increases go back as far as 2018 hence back pay applies for that period. Parliamentarians , Judges etc got no back pay for 2018 – 2023. Non established workers in 2020 got back pay of at least 14 percent, while parliamentarians, judges.. got none. The memo makes clear it will provide additional information, in the future, on how the calculations should be done

  8. There must come a time when Antiguans must say (just like our neighbours in Barbuda) enough is enough. Our reputation as being accepting of poor decisions by this terrible ABLP has got to come to an end.

    THEIR LIES HAVE NOW BEEN EXPOSED.

    The ABLP can no longer take advantage, and then go on tell hardworking that they cannot afford pay us.

    This government can no longer tell us that wage rises are unaffordable – not after awarding themselves this unacceptable pay increase.

    Our health workers will no longer accept a lack of life-saving equipment, medicines, uniforms and lack of a good wage anymore.

    This government can no longer tell pensioners that there’s no money in the treasury to pay them when due.

    Their excuses for all the above doesn’t wash anymore.

    What will save us from these unjust practices?

    HAVING THE MINDSET OF OUR FELLOW BARBUDANS – WHAT AH STRONG SET AH PEOPLE DEM!

However, it is refreshing to know that there are still a few good men and women out there with conscience. @Audley Phillip, in most countries, this is what you call a whistleblower. Our country need this desperately. Way too many civil servants are compromised and/or benefiting from being silent for a price.
    The blatant lies of the idiot DAWG continues to pile up. When, oh when, will we wake up and realize this clown is just NO GOOD for this country? This country will not survive another five years with this corrupt, dishonest, greedy Gaston Browne government in place.

I know the truth is hard for some to accept but clearly the formula for parliamentarians is different than what obtains to none established. The circular is making the distinction clear that parliamentarians unlike non established will not be getting back pay going back years
