Speaking moments ago in parliament, Prime Minister Gaston Browne commented on news that two alleged Nigerian Fraudsters had obtained Antigua and Barbuda citizenship by investment.
He says if the couple plans to come to Antigua they will be intercepted and if they are here they will be repatriated.

I would venture to suggest that a clause be added to the CIP bill, if it doesn’t already exist, that ANYONE who has been granted citizenship through our Investment Program who is found to be on the wrong side of the law, wherever they came from would (a) forfeit their citizenship, and (b) forfeit any investment they may have made. Said investment to be held by the courts until said person is either cleared by a court of law in their land or value of their investment be liquidated to satisfy the courts’ judgement.

The CIP act makes clear that once you are convicted for a crime within the first 5 years, you will lose your citizenship. It also makes clear false declaration will see you losing citizenship

The fundamental question that you need to address your mind to is why so many of the holders of Antigua and Barbuda CIP passports turn out to be international crooks and criminals. Revoking citizenship and repatriation of CIP holders after they have run afoul of the law is one thing. However, the tarnishing of the country’s good name in the international community is another. The latter is of critical importance and sometimes is very difficult to repair.
Tabor CIP has issued a 3K applications (a application could include 4 persons so we re talking some 6K passports)’ since inception, I challenge you to list more then ten persons out of that 6K who have been convicted of any crime. The point is why is it Antigua seems to have so many CIP passport holders that are associated with criminal activity? That is the million dollar question. Saying that a person tried to evade the law after commiting a crime (and being a CIP passport holder) is such an illogical and nonsensical statement. Why would a CIP passport holder who have not committed any crime try to evade the law? You try to evade the law whether you are a CIP passport holder or not because you have allegedly committed crimes.
Quantify that number Tabor, specifically those convicted. Keep in mind we have had some 6K citizens under the CIP program since inception. As a lawyer you should know its not simply about charges but convictions, since the leader of the UPP is now on trial for essentially stealing. True. Antigua is full of people avoiding taxation in their own countries. Offshore bank accounts and land. Fraudulent people are welcome as long as they have money. When is the citizenship by investment unit going to be investigated by an impartial agency? This is too frequent of an occurrence. Plus, why is the investment citizenship programme run by a Guyanese Indian couple? Yes, they live here many years; but why are foreigners and their families getting these privileges? This couple, who own a big house on the north end of the island near AUA and a French restaurant, drive fancy new SUVs, regularly flaunt immigration (COVID quarantine) and drivers license rules for foreigners coming to our shores for cash, travel to NYC and other top destinations to solicit criminals in a cash for passport scheme, need investigated.
They will use foreigners for their Bobol activities. They don’t trust Antiguans as they afraid they talk.
