PM Browne to Address hearing of the International Tribunal for the Law of the Sea (ITLOS)

Prime Minister the Hon. Gaston Browne is in Hamburg German where he will open pleadings of the Commission of Small Island States on Climate Change and International Law at the hearing of the International Tribunal for the Law of the Sea.

Prime Minister Browne is the Co-Chair of the Commission (COSIS) alongside the Prime Minister of Tuvalu, His Excellency Mr. Kausea Natano.

The International Tribunal for the Law of the Sea (ITLOS) is an intergovernmental organization created by the mandate of the Third United Nations Conference on the Law of the Sea.

It was established by the United Nations Convention on the Law of the Sea, signed at Montego Bay, Jamaica, on December 10, 1982.

The Convention entered into force on November 16, 1994, and established an international framework for law over all ocean space, its uses and resources.

During his discourse, Prime Minister Browne is expected to make the case for small island states on the impacts of climate change, particularly that they are ongoing, devastating and that they are expected to worsen in the future. 

Prime Minister Browne is anticipating that action will be taken by the Tribunal as he has stated previously that for decades Small Island States have been stating these truths in international gatherings concerning climate change, including at successive Conferences of the Parties to the UNFCCC.

Prime Minister Browne has previously pointed to the the perilous circumstances into which the people of small island states and their countries are being plunged.

He has said that consistently on an annual basis, small island states have listened to promises to mitigate climate change which remain unfulfilled.

The country’s leader is also expected to speak about small island states fragile economies as most are dependent on tourism. 

He is expected to speak about the consequences of climate change as it jeopardise Antigua and Barbuda’s tourism economy which accounts for sixty percent of the nation’s gross domestic product.

He is also expected to link climate change to increased natural hazards, sea-level rise, and ocean acidification and warming which all risk coastal destruction and the collapse of marine ecosystems that support tourism attractions and recreation of both Antigua and Barbuda and other small island states.

Prime Minister Browne is accompanied by  Antigua and Barbuda’s Ambassador to the United States, Sir Ronald Sanders and Professor Payam Akhavan, an international lawyer and member of the Permanent Court of Arbitration at the Hague. 

He is also a Senior Fellow at Massey College at the University of Toronto and a visiting adjunct at its Faculty of Law.

Prime Minister Browne returns to Antigua and Barbuda on Thursday. 

Attorney General and Minister for Legal Affairs, the Hon. Steadroy Benjamin is the Acting Prime Minister.

  1. Leadership really matters. Our PM once again championing the cause of not only Antigua and Barbuda, but that of all Small Islands States on the issue of Climate Change.

      Not So Common, you beat me to it. Very well said, I couldn’t have put it better. Anyone feeling tired, out of sorts or just needs a bit of cheer, maybe even a general pick-me-up should read this laughable drivel by the Sideliner. If you didn’t fall off your chair in stitches then go see your doctor tout de suite. Sometimes I wonder if our PM and his band of sycophants realize other countries are aware of what Not So Common has eloquently put. Decorum, courtesy and good manners by grown up delegates prevent them from smirking openly at this ridiculous PM, might be different in private though.

  2. To say what exactly? How to be continually scammed? How to have no knowledge of Maritime law? How to sell a ‘white elephant’ yacht by paying your citizens’ money through the nose? How to turn your back on your citizens in Barbuda after a devastating hurricane and then go to Germany to ask for help with the effects of Climate Change? Somebody please tell me!

  3. This is a joke and a farce. Gaston allows mangroves that protect us from the sea to be destroyed by Yida, he wants to mine the sea for sand thereby damaging and destroying much of the sea life and surely doing damage to beaches and he is allowing the dredging to take place at NEMA/Maiden Island. Gaston cares NOTHING about the environment or the sea. It is all a con to get money out of the first world under the guise of “climate change”.

    • Absolutely correct @ Not So Common. Gaston Browne is just “window dressing” regarding his FAKE concerns for the marine ecosystem and ocean acidification.

      Here’s why the PM is being ECONOMICAL with the truth once more:

      Recently, there was an in depth report about the wanton mangrove destruction at Shell Beach by a company, that overtime could witness sea rises in the area become the norm, because the construction company that caused the problem hasn’t been held to account by the ABLP, and asked to repair the damage.

      I was expecting an angry government response to this particular eco destruction, but yet Prime Minister Browne didn’t address this homegrown issue, yet he’s on the world stage – yet again – LECTURING other countries.

      WHAT A CROCK!!!

      I’ve said it before and I’ll say it again – he always dances abroad before dancing at home …

      • As the saying goes “A King has no honor in his own country”. I’m glad others have seen and realize the brilliance of the man and made him their representative as well. Notice he is the chair of the delegation of Small Island States.

          You and your ‘king’ should read Not So Common’s stated facts again and draw your own conclusion as to why he has no honour in his own country. Your ‘king’ may not have read his comment but you have and since you apparently have your ‘king’s ear you could perhaps urge him to read it. It’s not long and boring, just factual, so should not take up too much of his valuable time. He might also invite his fellow delegates to visit Antigua and in particular Barbuda, being a lower lying island than Antigua to see for themselves the destruction of the eco systems mentioned under your ‘king’s’ watch. Don’t go overboard with your sycophancy, your ‘king’ might become suspicious.

  5. What a clown this idiot is! Does he really think the the world is not aware of what is going on in Antigua and Barbuda? How insurance money and aid for Barbuda disappeared? How 4 billion pounds given for the upgrade of ABICE ,which should have been more than adequate, has fallen short? This is the same idiot who created NAMCO where taxpayers money disappears like planes over the Bermuda triangle. What a hypocrite! Running his Hitler mouth(stache) like people are dumb and blind like so many Antiguans and Barbudans.
