PLH Group Sets Its Sights on Barbuda Road Development Following Airport Success
Barbuda is poised for another wave of critical infrastructure development following the successful completion of the island’s new state-of-the-art airport.
During the airport’s opening ceremony, PLH Group project President Justin Wiltshire expressed the company’s commitment to advancing Barbuda’s road network in partnership with the government.
Wilshire announced that the focus for October 2024 will shift to developing concrete roads across the island, an initiative that has long been anticipated by local residents.
“Barbuda deserves the ability to have a vital link around this island, and we are committed to working with the government to make this happen,” Wilshire stated.
He said that the PLH Group will extend an olive branch to the Barbuda Council to ensure collaboration on this ambitious project, expected to begin in 2025.
The project aims to significantly improve transportation for Barbuda’s residents, providing better access to essential services and fostering further development on the island.
Wilshire underscored the importance of these roadways in creating a seamless connection between Barbuda’s communities and the newly opened airport, which will serve as a vital economic gateway.
The road development follows years of discussions between the central government and local authorities, with PLH now positioned to lead the effort.
“With the airport now open, our next challenge begins at 9:00 a.m. tomorrow with the Prime Minister and cabinet, as we discuss how to bring these much-needed roads to Barbuda,” Wilshire added.
The announcement has sparked optimism among Barbudans, who have long called for improvements in the island’s infrastructure.
As Barbuda continues to grow, the planned road network will be essential in driving both tourism and local commerce, building on the success of the airport project and paving the way for more long-term development.

If he is what his critics says he is he and his administration would have never spearheaded this major project of an international airport. It is time to proceed with the development of our sister island. Barbuda is well on its way to becoming a significant contributor. Congratulations on your new state of the art Airport. Whiltshire is making sure that he delivers, because when he’s through, he expects Gaston to reciprocate. It’s about time that he got his freehold land certificate. A US$12mil., Airport and Road package is significant enough to earn him his trophy; after all, a deal is a deal.
Given the fact that financing for small Islands like ours is scares, difficult and expensive, it is this type of coming together and working in the interest of our country that we desperately need. Other then that, we will again have to go borrow millions of dollars and that will burden our already stressed finances. Note what I said, FINANCES. Not our ECONOMY. More money spend in the economy boost our economic output and thereby our GDP. But more monies borrowed burdens our Debt to GDP ratio and makes us an unfavorable borrower. We are not like the USA with an unlimited amount of money to print. And since these monies will be paid back with future taxes, this is more then a smart way of financing. I trust also that there is no interest component included in it. But if it is I hope it will be reasonable. The lender will have right to put in an earning on the present value of money. The same calculations one does when borrowing money from a finance institution. This is not the same thing as what Lovell agreed with Sandals, where Sandals was allowed to keep our ABST taxes because of some tax concessions. I urged the government to bring clarity to this transaction early. Because we really do not need a Barbuda Council in the future to take PHL to court for not paying taxes to them. Actually it is most embarrassing to have one arm of government not knowing what the other hand is doing. As a developer you deal with one Prime Minister and one Government. And the Prime Minister and Cabinet should know where it is their authority ends and so should the Barbuda Council. But we all know that this Barbuda Council is of the opinion that they have more authority about what happens in Barbuda than the Government of the Day. We need legal opinions to put these issued straight and to rest for all to know. Like this issue of consultation. Baldwin said it once very clear when he said: “Whether I consult with Tom, Dick or Harry, in the end A fuh me decision”. And so is it. Consultation doesn’t mean we have to come to some common agreement. It simply means you have been notified of my decision beforehand. Your were not blindsided and surprised. When I was senior management in major companies and had to report to the board of directors, they ask me for my opinion and I was always very disturbed in those days why they ask me for my opinion and did something completely different. Later on as I matured in life I learned that my opinion was needed for them to make the right decision. That is all. With my advise they had all the views needed to make their decision. That is consultation. When going into the 2014 election, Harold Lovell consulted the Accountants Association as to what to do with the PIT. They presented him with their views and he took a decision that didn’t please them at all. They thought that he should implement what they suggested.
Anyway I look forward to more Foreign and Local companies coming to the fiscal aid of the government and thereby the country that they do business in. After all it will all work to their benefit as well.
