Young Leaders Must Help Shape Future, Says St. John’s Rural West Candidate Michael Joseph

St. John’s Rural West candidate Michael Joseph used his address at the Antigua and Barbuda Labour Party (ABLP) manifesto launch to argue that young leaders must play a central role in shaping the country’s future, defending his own appointment to public office as part of a broader effort to renew governance.

“Why Michael Joseph? Why a young minister? The answer is simple — because our government understands something fundamental: the future cannot be built without the youth of this nation at the table,” Joseph told supporters at the American University of Antigua Conference Centre.

Joseph, a Minister of State in the Ministry of Health, Wellness and the Environment, said his presence in government reflects a deliberate effort to combine experience with new ideas.

“We believe in leadership that reflects the people… leadership that combines experience with innovation and tradition with transformation,” he said. “I stand here as part of a generation that is not waiting for change — we are participating in it.”

His remarks formed part of a broader speech outlining the government’s agenda on healthcare reform, environmental protection and national development under the party’s “Renaissance” manifesto.

Joseph said the administration is shifting its approach to healthcare beyond treatment toward prevention and access.

“In health, we are not simply managing illness — we are transforming it,” he said. “We are strengthening primary healthcare so that no citizen is left behind because of geography or circumstance.”

He added that efforts are underway to modernise services and build resilience across the healthcare system.

“We are improving access, modernising services and building resilience into our hospitals and clinics… to respond to everyday needs and extraordinary challenges,” Joseph said.

The government, he said, is also placing increased emphasis on preventative care, non-communicable diseases and mental health.

“A healthy nation is not built on hospitals alone. It is built in our homes, in our schools and in our communities,” he said.

Joseph framed healthcare as a fundamental right.

“This government believes that healthcare is not a privilege for a few, but a right for every citizen,” he said.

Turning to environmental issues, Joseph described climate change as one of the most pressing challenges facing Antigua and Barbuda.

“We do not debate whether climate change is real. We live its reality,” he said, pointing to rising temperatures, changing weather patterns and increased vulnerability.

He said the government’s environmental agenda focuses on practical measures, including strengthening climate resilience, protecting marine ecosystems and improving waste management systems.

“We are building not just infrastructure, but resilient infrastructure… not just policies, but sustainable progress,” Joseph said.

He added that Antigua and Barbuda is taking a proactive role despite its size.

“We are not waiting on the world — we are doing our part and we are leading where we can,” he said.

Joseph also sought to frame the government’s work within a broader vision of national development, linking health, environment and leadership renewal.

“It is about a government that is investing in health because it values life, protecting the environment because it values future generations, and empowering young leaders because it believes in continuity, stability and renewal,” he said.

He urged supporters to reflect on the country’s progress while remaining focused on future goals.

“Do not underestimate what a united people, guided by purpose and driven by vision, can achieve,” Joseph said.

Positioning the ABLP’s manifesto as a roadmap for continued development, Joseph said the country is moving toward “a new era of progress and prosperity,” adding that citizens must play an active role in that transformation.

“Dreams are not fulfilled by spectators — they are fulfilled by believers, by builders, by those willing to serve,” he said.
