It is not two, it seems to be 4 who conspired and aided this criminal matter. All of which can be charged with the same crimes, not just the principals (persons who did the physical taking).

Children do not just break out one day.
They see, hear and copy what they see and hear.
They began to steal little things at home until they graduate and steal outside.
Because they were not checked when they stole some sugar at home they continued and stole more and bigger things.
Finally they began stealing little things belonging to other who are not family.
Then they graduate i to big thieves and steal bicycles and other thing.
Tomorrow they will steal cows, cars house keys.
They will break into houses.
They will rob people to get what they see them with.
By the time they are teenagers they are already hardened criminals.
What should we do when they are caught?
Should we house them at the Bowers Center to corrupt an innocent chikd who is there because he could not be adequately cared for?
Not in my book.
You do not put rotten bananas with fresh riping bananas.

Those criminals irrespective ofbtheir ages should be at HMP.
