Lovell Says All Saints West Has Potential to Become ‘Model Constituency’ with Targeted Development

United Progressive Party (UPP) candidate for All Saints West, Harold Lovell, says the constituency is well positioned for transformation, outlining a vision centred on infrastructure, youth development, and community planning.

Speaking at a town hall in Buckleys, Lovell described All Saints West as one of the most significant constituencies in the country, both in size and electoral influence.

“All Saints West… consists of almost 10% of all the voters in Antigua and Barbuda,” he said, adding that the constituency accounts for “about 20 percent” of the country’s landmass.

He noted that its geographic position — touching nearly every parish while being entirely landlocked — gives it unique development potential.

“It’s a large constituency with tremendous potential… we have the potential to become the model constituency of Antigua and Barbuda,” Lovell told supporters.

Lovell argued that unlocking that potential would require a coordinated approach, bringing together key areas such as infrastructure, health, community development, and youth.

“The issues of infrastructure, of health, community development, youth, all of these must be brought into one package so that we can create a new future,” he said, adding that the focus must be “mainly for the young people who live in All Saints West.”

A major portion of his remarks focused on the state of roads in the constituency, which he described as inadequate despite increased public revenue.

“There’s no reason why All Saints West should be in the condition that it is in, especially as far as the road infrastructure is concerned,” Lovell said.

He questioned the impact of a recent 40 percent increase in vehicle licensing fees, asking residents to consider “what has come of all the money that has been collected.”

Lovell also raised concerns about the government’s borrowing for roadworks, saying there is a lack of transparency around how funds will be used.

“We have a ridiculous situation… [the government is] borrowing $100 million for roadworks, and we haven’t seen a plan up to now,” he said.

He called for clear priorities and planning, likening the situation to seeking a bank loan without presenting a proposal.

“The first thing they’re going to ask you for is a plan. What is your plan?” he said.

Lovell maintained that while residents have invested in improving their homes and communities, public infrastructure has not kept pace, and pledged a more structured and accountable approach if elected.

  4. “Model constituency with development”, that’s Lovell. Pringle on the other end promising all kind a relief, year round free barrel, water tanks, and the big one, no income tax. One thing I haven’t heard is investment, and with all these promising relief, Pringle and Lovell must have some huge investments line up to cover the financial hole they are about to dig themselves in. I do wonder if the opposition leader, ever take a few minutes a day to view the international news, and what’s really going on presently in the world? Even the IMF is now pulling back, but who knows, with UPP as government, we might just end up right back in that same IMF.

    We cannot be in a bigger hole than we currently exist under with Gaston:

    -US$450,000.00 kick back commission on Alfa Nero that belongs in the treasury
    -US$20,000,000.00 disparity in the Alfa Nero sale/value
    That would be more than enough once recovered under the audit of the new dispensation, to plug the BIG BLACK HOLE created by your party. Time will not permit me to add another multitude of frauds committed on the nation.
