@Eldread probably because its hard coded (re plh) in the covenants. You seem unaware but all developments of this type come with restrictive covenants. You need only check Jolly Harbour and you see a code of conduct listed which springs from the signed covenants home owners would have signed.

Look at the disgusting mess some of these former Booby Alley residents have created at their temporary residence at Barrymore. The video is available right here on ANR. That is the reason for the comments. If they do not want their standard of living to be uplifted then the new Booby Alley development makes no sense. It will become a ghetto quickly. There must be rules before they move in and they must be moved out if those rules are not followed.
