UPP’s ‘WATER’ Programme will provide storage relief for vulnerable households and sectors

The United Progressive Party (UPP) recognizes that a permanent fix for the challenges faced by the Water Department of the Antigua Public Utilities Authority (APUA) will not be achieved within days or months of the Party taking office.

 

However, while it works toward long-term solutions, it believes that other measures should be taken to ameliorate the challenges of storage faced by many low-income families, small farmers and small businesses.

 

Accordingly, a UPP Administration will immediately introduce its Water Tank and Equipment Relief (WATER) Programme.

 

For a period of 12 months, the UPP will remove all taxes related to the importation of water-storage tanks, water pumps, pressure tanks, and electrical and plumbing fixtures for businesses and service providers registered with the WATER Programme.

 

Over two years, the UPP will make a minimum of $5 million available to the Antigua & Barbuda Development Bank (ABDB), specifically to be disbursed in low-interest WATER loans.

 

 

 

This is how it will work:

 

Households that earn less than $4,000 a month; small businesses earning less than $10,000 a month; and bona fide farmers are eligible to apply.

 

Once they meet the conditions – including the submission of a professional assessment/invoice – the ABDB will approve a loan for the purchase of an appropriate-size water tank(s) and the necessary fittings.

 

Loan recipients will select from a list of Bank-approved plumbing/electrical contractors to set up their water-collection and distribution systems. This is to ensure professional-grade work.

 

The Bank will make direct payment to retailers and service-providers.

 

This system is a win-win situation that allows eligible households, small businesses, and small farmers to access loan funds at very affordable rates and over reasonable repayment periods.

 

It is also an economic stimulus, providing a certain amount of business – as well as guaranteed payment – for the retailers and the service-providers registered with the WATER Programme.  Further, it provides capitalization and a wider customer base for the Development Bank.

 

This initiative will be developed in collaboration with the Antigua & Barbuda Investment Authority (ABIA).

    • Promises are a comfort to a fool……. I am hoping that we are not seen as fools. Lovell must realize that Antiguans are not forgetful people. According to him the sentiments were echoed When you are in opposition it is a batting paradise ….. It simply means promises can always be made. But it has been proven during 2004 – 2014, that those promises are never kept

  3. This is an excellent plan and shows that the UPP is thinking of poor people who need immediate relief. The rundown and deteriorated water infrastructure and poorly functioning and badly maintained RO plants will take time to fix. The new RO plants the ABLP keep talking about will have NO IMPACT until the entire water system is fixed. In the meantime, in these hard times poor people are suffering and need relief.

    • You should have been fed up with Mr. Spencer when he decided to do away with the desalination plant a Crabbs to bring his old wadali power plant here .. maybe we wouldn’t be suffering now from water shortage.

THAT PROBLEM IS A COMPOUNDED ONE THAT WILL NOT BE FIXED OVERNIGHT, BUT I SEE THE EFFORTS BEING MADE AND I CAN SAY SO, AND NOT BE CONCEITED ABOUT IT. YOU NEED TO WAKE UP AND REALIZE HAROLD’S SHIP HAS ALREADY SANK, AND WILL NOT REMDEEM SHIT IN LITTLE ANTIGUA.

  4. Lovell must have a bullseye on his back. But who cares? I want to focus on the current water Minister. What ever Robin say he means the opposite. Just under 2 weeks ago he said we should expect an increase in water by Thursday. But instead, the water situation is 10 times worse. Listening to the radio yesterday so many businesses and government offices had to close because of a lack of water. What a burning shame. Then we brag about how many passengers come on the cruise ships. This is the standard that some of us have come to accept but no visitor will accept this backwards way of life. This government is a waste. Straight out of Robin mouth “Throw dem out!”
