Prime Minister Gaston Browne has responded to statements made by UPP Leader Harold Lovell about government shares in ECAB.
Browne said:
“This Dude, Lovell is out of his depths and is clueless about national ownership and empowerment.
He is now holding us to the same failures of the UPP administration, in which they borrowed hundreds of millions from the domestic banks, thereby crowding out local investments.
Supreme idiocy, holding ABLP to his/UPP standards of failure, corruption and mismanagement.”

Which administration has collected more than 2 billion in revenue, yet still borrow more commercial banks than any other, and yet at the same time still owe a miriad of local suppliers for an extended period of time hundreds and hundreds of millions of dollars?

Tabor I know politicians think that because we are not a reading public, they can tell us whatever they want, and we will swallow it hook line and sinker. But it surprises me that you as a lawyer would not be familiar with the law. I have for your ease of reference paste the link of the ECCB website where you can read the 2015 Banking Act. This Act was specifically put in place to avoid what happened to ABIB. It threatened the entire currency union. And while the Governor Dwight Veneer was pleading to Harold Lovell to take action, no action was forthcoming. The Governor did not have the power to act according to the 2005 Banking Act. He had to go through the Minister of Finance. I was there and I know how frustrated Dwight was. Given it was only a few years earlier he had to intervene and rescue the Bank of Antigua from collapsing. I mean what Harold failed to understand is that one bank failure in the currency union could have catastrophic consequences for the other banks in the region. The other member of the Currency Union would have none of that and insisted that Antigua government took care of its own problems swiftly. Many people’s deposits were at stake. The Central Bank, daily, had to assist ABI Bank with its liquidity. And that was placed on the account of Antigua and Barbuda. Remember when the former PM asked Chavez for US$50Million, when the money came at the Central Bank, Dwight just laid claim of it to settle Antigua’s account with the Central Bank. The UPP had a friend at that time in the GM at ABI Bank, and the entire Board was sympathetic to the UPP. The Chairman of the ABI Group was made Deputy Governor General. Very Prestigious Title. And we also know by now how the Brazilian was made Ambassador while at the same time being the GM of the Offshore Bank AOB. Odebrecht had its foot in the door. The airport runway expansion deal. Andrada Gutierrez. All this we now know how the real story goes. Anyway. Lovell is now accusing this government of things that his government did. The bank went out on a limb and issued a bond for the financing of the airport runway expansion. The bond was a very short-term instrument with a good interest rate. And of course, it was oversubscribed. Sadly, when the time came to pay back the bond the government defaulted. ABI bank had to pay the investors out of their own money. And of course, you cannot force your friendly government to fork up the money, so they converted it to a loan. Note these loans never went to parliament for approval. As the government was experiencing more and more hard times, the then GM was again instrumental in giving the government an unsecured overdraft of $60million. They were cash strapped and had to pay salaries. And these actions of the GM had no Board Approval. But everyone knew it was that or see the government fall flat on their face. Meanwhile the ECCB examinators draw the attention of the bank liquidity risk to the Governor. The Board was summoned to come to St. Kitts and explain how they would remedy the situation. Well, there was this wealthy investor introduced to Lovell by his friend at the airport, previous Rasta now, I don’t really know. But she goes by the name of Mekeda. The wealthy investor did put money in, but not in ABI Bank. In the AOB. With of course strict guidelines and conditions. The ABI Group was spreading their wings out in Turks and Caicos and Haiti. But the fall came when issues arose in both territories. Especially after the earthquake. Liquidity was now a must. Do or die. And Harold did not lend a hand. I mean all kinds of treats and cussing was going on. Who is not going to put who under the bus. It even became a big family feud between the Abbotts clan and the Francis clan. So, the ECCB now insisted that the GM had to go. Because he had put the bank at risk. And since the government was not going to pay up the unsecured overdraft, that too was converted into a loan. The sad part was that ALL statutory bodies that had funds deposited at ABI Bank were not allowed to withdraw these funds. That now brought a totally new dimension to the entire financial world in Antigua. The only thing left was to go to the lender of last resort. The IMF. But the ECCB Governor still had the bank to deal with. How long will we let it bleed? Finally, Harold, as the Minister of Finance, had to agree to allow the Central Bank to place ABI bank under management. Meanwhile they promoted a nice young female management staff to GM. under the watchful eyes of the Central bank. This was done for the people to not have a run on the bank like what happened with BOA. As you can therefore now read in the new banking act of 2015, the Governor has far more powers now to place a bank under management. Read paragraph 75 through 80. Therefore, Harold is making false statements when he claims that Gaston can tell the bank to just lend the government monies and they will have to comply. That was only possible under the old banking act. That is what he, Lovell, was able to do. And by the way, he rewarded his friend Christian, by making him his advisor in the ministry of Finance and making him Chairman of the Board of Social Security. And when he ran the policies of Inland Revenue, we know how bad things went. To date he still pretends to be the best financial advisor to the UPP. But he couldn’t help them to clean up the mess he created at ABI Bank.
ABI Bank depositors today have no appreciation nor any clue as to what risk and how close they came to losing their entire savings. Was it not for this genius man called Gaston Browne who against all odds took on the debt burden of over $300million and year after year is paying back this loan while the company is in receivership? ECAB only interest was to take the good assets. The government had to pay the monies of the depositors into ECAB. While ECAB purchased good loans at rock bottom prices. Depending on how many years were left on a loan repayment. That way they could calculate the interest to be earned.
People with monies transferred from ABI Bank to ECAB should understand that. And start being grateful. Your monies were saved by the action of this government and not by the non-action of Harold Lovell. If that had continued, you would have woken up one day to hear the bank is closed and you would have lost all your money. The same thing that happened with people that lost millions of dollars in CLICO. You were spared that disaster of which you had no clue how close you came. Was it therefore for this reason alone, a person like Harold Lovell should never be allowed again to hold the reign of our economy and of our beloved country. Running a country is serious business. It’s not monkey business or playboy business. Lovell is a Playboy.
