Parliament to impose fines on passengers arriving without negative PCR covid test

Cabinet Notes: The Cabinet reiterated its planned alteration of the curfew restrictions during the Christmas and New Year’s holidays. Churches are allowed to hold services past midnight, until 1:00 am on Christmas Eve and Old Year’s Night. Restaurants and hotels are allowed the same. Shopping on Christmas Eve will end early, although the 11:00 pm curfew will be in effect, except for churchgoers.

The beaches will remain open from 5:00 am to 1:00 pm on V.C. Bird Day, December 9, a public holiday; this restriction may also be applied on Christmas Day and New Year’s Day. A special dispensation may apply for beaches where hotels are located.

When the Parliament convenes next on Tuesday, December 15, 2020, the restrictions will be published, the bracelets made legal, and the regulations amended.

There is also every possibility that the Parliament will pass legislation governing those passengers who arrive Antigua without a Covid-19 negative PCR Test; those passengers will be fined, tested at the airport, and quarantined at their own expense, as is being done in several Caribbean countries.

  1. “ A special dispensation may apply for beaches where hotels are located.”

    Rules don’t apply to tourists

And I thought all people had to have a negative test before boarding the flight.

So they’ve been letting people in without a negative test this whole time?

  2. It’s the airlines responsibility not the passenger.

The airline should be fined for bring persons here who does not meet the requirements.

The cabinet is intentionally deflecting because they are afraid the airlines will flex their muscles.

    • Actually I work for the airlines it’s not the airlines responsibility.

If a country said they need certain requirements, the airline will let the passengers know what the requirements are but cannot stop them.

The don’t need a negative test to get on the airlines. So we cannot with hold them from leaving the United States.

Now each country actually have different arraignment with the airlines and FAA Antigua does NOT HAVE THAT. So the airlines are limited to what they can do.

It is essentially up to the government to make those arraignments, which will cost them.

But just telling Tourist they need a negative covid test, isn’t the responsibility of the airlines.

It’s NOT The same thing as ensuring a passport.

  3. Im guessing the government has not prepared any policy for when people start arriving having been vaccinated? This can apply to both nationals and tourists. Vaccinations are starting saturday in the UK and likely Dec 10 in the US. Is the Antigua government still going to make us wear shackles for no reason, even after we are vaccinated? get ready now!

  4. Cabinet, please be specific…
WHICH CARIBBEAN COUNTRIES ARE ACTIVELY GIVING & COLLECTING FINES FROM PASSENGERS ARRIVING WITHOUT rt-PCR negative test???

    This seems a counter-intuitive move public relations-wise…
Especially knowing the cabinets penchant for regulation busting instagram influencers.

Yes many islands are testing EVERY ARRIVAL at the airport…sensible, we should do similarly for ALL arrivals, with or without a neg pcr test.

    • “ Yes many islands are testing EVERY ARRIVAL at the airport…sensible, we should do similarly for ALL arrivals, with or without a neg pcr test.”

Yes absolutely. And they can charge the visitors for the tests.

So it can’t be about money.

  5. Beaches are opened from 5:00 am -1:00 pm.My guess Covid-19 is asleep during those hours. Then after 1:00 pm it would be alive and kicking. LOL.

    • Per the Gaston regime that is how COVID run. And it does listen to the Gaston regime when to come alive and rest.
