Government has expressed concern over a disturbing report of a minor girl being savagely raped by a group of adult men.
The shocking report has prompted key agencies to take immediate action on the matter.
While the details of the incident are unknown, there are strict laws that prevent the identity of minor victims from being revealed in accordance with the Childcare and Protection Act, 2003, 27 (2) (a) and (b).
The identities of the accused are also protected until there is a conviction. Attorney General Steadroy Benjamin informed Cabinet of the matter during their weekly meeting on Wednesday.
He also revealed that the minor is now pregnant as a result of the attack. Cabinet Spokesman Melford Nicholas confirmed yesterday an investigation is underway, involving officials from the Ministries of Social Transformation, Sports, Health, along with other government agencies and law enforcement.
Labelling it an “insidious development”, Nicholas stated many appear oblivious to the Child Protection Act and appealed for officials to launch a public campaign aimed at educating citizens and residents on the laws regarding children, and the consequences for those who act in a manner contrary to them. At the same time, the Cabinet spokesman reminded that it is incumbent on all of society to play a role in nurturing children.
“The responsibility of raising our children is not the sole responsibility of the parents, but we have a number of other agencies including the churches, including the ministry with responsibility for social transformation, teachers and the wider society in general.
“And so, we have certainly asked the Ministry of Social Transformation to lead the conversation going forward about the mass sensitization of the society, and I would even go as far as to say the conscientisation of the society, in terms of what needs to happen not only in terms of the lawful protection, but what the society can do as a whole in raising these children,” Minister Nicholas posited. Bit there are a lot of underage teenage girls in Antigua who are having babies. I know of a 15year old who had a baby a few months ago and up till now no one knows who the father is. Every one that statutory raped her said don’t call their names. It was brought to the attention of both police and child services and nothing is being done. When the child was born they only do perturnity test of one big man that was in a video having sex with her and they did not even arrested him.
