  2. nonsense, government own small businesses and most times it takes several months and years to receive payment from the treasury for services , that is a broken system and that is where the problem lies. banana republic

  3. In a system where checks and balances are weak, this is probably the norm. This over invoicing would continue if proper guidelines are not set and if credible systems are not in place in order to check and audit those business suspected of engaging in this illicit practice. It is not enough just to talk. Government audit department must be strengthened in order to stop businesses from robbing the government of what is due to them in tax revenues.
