Job Opportunity: Landfill Manager at NSWMA, Antigua
The National Solid Waste Management Authority (NSWMA) in Antigua is seeking a highly qualified and motivated individual to fill the position of Landfill Manager. This role requires ensuring the efficient and cost-effective operation of the landfill while maintaining compliance with environmental laws, regulations, and standards in Antigua and Barbuda.
Job Function
The Landfill Manager will oversee operations at the Cook’s Sanitary Landfill and Civic Amenity Site, addressing waste management issues and ensuring regulatory compliance.
Principal Responsibilities
- Monitor landfill operations and prepare environmental compliance reports.
- Oversee payment and billing procedures.
- Supervise and schedule subordinates.
- Manage the landfill budget and approve related expenses.
- Schedule and prioritize maintenance of landfill facilities and equipment.
- Design and supervise infrastructure improvements.
- Administer contracts for site contractors and consultants.
- Review and approve designs and monitoring reports.
- Supervise surveying activities for maintenance and environmental monitoring.
- Prepare reports for the General Manager and Board of Directors.
- Support the General Manager with assigned tasks.
- Review and update operational and environmental plans.
- Collect samples and perform water, soil, and landfill gas testing.
Other Duties
- Prepare the annual landfill budget.
- Propose and oversee capital improvement projects.
- Prepare Requests for Proposals and contract documents for improvements.
- Enforce safety protocols.
- Interview, select, and train staff and vendors.
- Conduct annual performance evaluations.
- Schedule responsibilities for staff and vendors.
- Perform other assigned duties.
Minimum Qualifications & Critical Skills
- Bachelor’s degree in Environmental Engineering and Science or related field (Master’s preferred).
- Certified Landfill Manager or the ability to obtain certification within one year.
- Minimum of ten years of leadership experience in a related field.
- Experience in waste disposal and Waste-to-Energy is desirable.
- Basic surveying experience with Total Station instruments.
- Ability to prepare topographic survey drawings and calculate volumes using CAD software.
- Knowledge of landfill fires, erosion control practices, and devices.
- Strong analytical, organizational, and multitasking skills.
- Proven leadership, communication, and team player skills.
- Proficiency in Microsoft Office Suite.
- Excellent verbal and written communication skills.
