Jamaica supports establishment of fourth UWI campus in Antigua-Barbuda

The Jamaican government has given its support to the establishment of the fourth campus of the University of the West Indies in Antigua and Barbuda.
Karl Samuda, Minister without portfolio in the Office of the Prime Minister, said the issue was a hotly debated topic by Cabinet ministers in relation to whether it would mean an additional expenditure for existing member states.
“Initially, it was felt that it was necessary for us to establish all the implications and the possible costs down the road. A conclusion was arrived at that the government of Antigua And Barbuda would finance the entire cost of establishing the campus and it was therefore agreed that we would support it.  But there is an implementation committee…that will include Barbados, Trinidad and Jamaica,” he revealed.
UWI Vice-Chancellor Sir Hilary Beckles has said the campus will serve Antigua and Barbuda, as well as the wider Organisation of Eastern Caribbean States sub-region which includes Dominica, Grenada, St. Lucia, St. Vincent and the Grenadines, St. Kitts-Nevis and Montserrat.

  1. of course you guys would agree , not a dime coming out of UWI campus bank account, the sad thing about all this was that all the other campuses in the other countries didn’t have to do what Antigua is doing , the money was found and help develop the other campuses and the only reason why u all agreed was because Antigua had to finance every last cent of it 10mil and counting 5mil from calvin Ayre(i dont know any other business person in antigua that will give that much other than him) obviously he will get it back ten time over in concessions but he gave something none the less. What a thing and i hope Antigua realize the other big countries are for themselves, so u better start be more mindful on immigration and all other matters , and yes whenever they commit crime they should be sent back where they came from , simple as that…. time fu Antigua stop be banging post for the big countries and a cast way for the low life of immigrants that come from guyana, jamaica & dr to name a few … a how much security guard one country need so , look how market street look now .. chuuppsss

    • Well said @Fakers. I grow up hearing that we the small islands sucking on them but I have never witness it in my 54 years life on planet earth. It is the other way around. They’re the ones sucking on us small islands. The government of Antigua and Barbuda need to stop looking at these immigrants for election votes just to stay in power and start looking at moving the country and the people into the twenty first century.

      The uwi system was in place the whole time we were making a bid, why ppl acting like they didn’t know the host country financially supports the campus? You think the teens of millions yearly that Trinidad put into St. Augustine comes from caricom? See this is the problem, everyone cheer n support but then you realise nobody bothered to check the details or read the full thing. It’s not bad mindedness all the campuses are financed entirely by their host country. The only support non host countries give is paying a portion of the fees of their native students who attends n the host country must charge less to these ppl

  2. Jamaica should give financial and technical support to UWI Antigua.

    PM should insist they do because of the the 20k plus Jamaicans living in Antigua.

    So exactly why Bajans, Jamaicans, Trinidadians, and Guyanese students will not support Antigua UWI campus?

    Keep hearing this talk about OECS. This CARICOM thing is tricky. It benefits the larger countries only.

    Mr PM Antigua has a potential cricis brewing. OECS Nationals may remain in Antigua after the completion of University to work.

    The government will have to create jobs for these thousands of graduates annually. Because they will be staying on.

      Experience and Best Practices with Higher Education development plans in the Caribbean and North America demonstrate that the strategy discussions failed to bring more than one plan into the Board Room hence the the goal was either to approve or reject this single proposal which made diverging alternatives unwelcome in the conversation to build solid institutions and a Caribbean Civilization! That insular approach confirmed biases and lead to the inevitable group think where all focus was on one operations financing choice! Clearly the negotiators did not engage “the Big 3” participants in systematic or classic de-biasing techniques to ensure that they were fully vested in the success of the initiative! GoAB will of necessity need to cast a wider net by involving the public directly, which the PM has began It would be most opportune to immediately create a Foundation to harness and grow an Endowment Fund tapping on the vast reserves of the Arab Traders, the offspring of the Station Chief and members of the Planter and Privateer Class! The Fund should be administered by GoAB and any other OECS Government who would have skin in the game!

      As we go forward “Lest We Forget: Isaac Royall (How can we when the PM lives in Royall Gardens on the old Plantation) and his endowment to Harvard which started Harvard Law School! Harvard has a combined endowment of $39.2 Billion USD with a “B” which is more than the Gross Domestic Product (GDP) of all of the OECS States combined and $2.5B less than the combined GDP of the Big 3″!

  4. @ Fakers You are on point, Jamaica does not like to pull its purse as the saying goes but its people are always in front of the line for benefits and freebs from the rest of Caricom.

    They are the only government to take a fellow member to court over freedom of movement but when asked to contribute financially to the CDF, they jump up and leave the conference room.

    Gaston only hab trang fe Sandals and Digicel but when it comes to Holness and co, they begging for derogation.

    If it is the UWI then all countries should contribute financially or provide free technical support. End of story.

      In selecting the Five Islands Site, Facilities and Infrastructure for the Campus it was clear that GoAB is emphasizing that governments exist to serve all of their constituents equally! This makes a positive statement that the PM sees his government’s responsibilities spanning many areas, from education to Human Development (see the Human Development Index (HDI) of the Big 3 relative to A&B and the rest of the OECS) to food security and the well being of the community to transport to public finances! Unlike the private sector, GoAB under PM Browne driven by “Entrepreneurial Socialism” has chosen not to focus on “core business” or to exit sectors or geographies and “Space and Time” that are challenging but to accelerate economic growth and create jobs on a large scale! In launching this broad mandate PM Browne has not only set out to please and bring about trust in the people of Antigua and Barbuda and the OECS SIDS but has created the opportunity to create and develop “Centres of Excellence” within the Academy!

      In making this decision to fund the University, Browne surprised “the Big 3″ by stepping out of the enslaved mentality box which governs their motivations and inclinations and shifted from Budget and CARICOM Inertia to ‘”Liquid Resources!” Colonial Caribbean Government’s rule by last year’s budget, with only slight changes, hence their budgets are not able to adapt to a need of a dynamic environment! PM Browne caught them napping at their desks cluttered with Eurocentric Books! By being nimble and working with a sense of urgency, Browne skillfully outmaneuvered the obduracy of “the Big 3” and did so without breaching public-sector rules that govern how budgets can be reallocated, by using his experience to show that there is room for much greater flexibility in budgeting and adjusting A&B’s resources to the true needs of the priority for the UWI program and its implementation!

      In this the International Decade for People of African Descent 2015 -2024, what the People of African descent resident on the Rock have observed is that PM Browne audaciously moves from sandbagging to a very nimble and urgent holistic performance management! That has been his lived experience! “The Big 3″ were not prepared for this! They have lived a more endowed class experience! Never forget the WIOC Deal and the unrelenting exposure of the ‘sandaled buccaneer” and privateer!

  5. The worst thing that Antigua ever did was join CARICOM and let itself to be forced into accepting those from Jamaica, Haiti, and Dominican Republic without condition. Antigua could be as rich as the Cayman Islands by now, but instead we are….well…everybody here knows the situation. We need smarter immigration policy.

    Antigua needs to stop immigration from poor CARICOM countries. If we are going to accept any immigrants, they should be highly educated (bachelors degree educated or above), wealthy (at least USD 100K in the bank) and who agree to place Antigua first. Honestly, 90% of Antigua’s CIP immigrants meet this criteria, so I actually support our CIP immigrants making their home in Antigua.

  6. Fakers, you speak the truth. I always say if LIAT was baswd in one of the big 4 countries, CARICOM would have made a decision so that there would be automatic funding by all its member states.

    We can’t take the Jamaican brand of support to the bank. They are only in Caricom to make withdrawals, no deposits whatsoever. Never seen such lowlifetedness in all me days

Mi Gud Fren, do you have the motivation or inclination to change your Caribbean Paradigms and “make a revolutionary shift in thinking proposed as a constructural adjustment to black disorientation, decenteredness, (disorganization and xenophobia) and lack of agency!”

      Give up on your logical fallacies and false equivalences! You are letting such cloud your better creative and collaborative judgement! PM Browne has established a Caribbean Institution within an OECS cultural boundary in an Antigua and Barbuda space in this the International Decade for People of African Descent 2015 – 2024! Gaston Browne has created a specific “Marking” with this historical announcement and the creation of this Institution for the People resident in the OECS! Forget all the dissonance and recognize that this educational Institution, given our historical enslavement, emancipation and underdevelopment, is in the best interest of the People of Antigua and Barbuda, the OECS and is fundamental to advancing the political, economical, socio-cultural, technological, legal and ecological interests of these SIDS!

      Clearly your understanding of how Higher Education Institutions are planned, developed and financed, especially UWI, requires a deeper dive! “The Afrocentric method considers that no phenomena can be apprehended adequately without locating it first.
