Health Minister Sir Molwyn Joseph has dismissed claims that St. Paul MP E.P. Chet Greene financially benefits from the decision to relocate services from the temporarily closed Liberta Clinic to the St. Paul Empowerment Center, a facility managed by Green.
Speaking at a press conference on Friday, Joseph clarified that the arrangement was authorized by Permanent Secretary Ina Dalso-Henry, emphasizing that no financial compensation was involved.
“There was no solicitation on the part of the Parliamentary Representative,” Joseph stated. “He saw it as his duty to support the nurses and the delivery of essential health services in the community.” The minister acknowledged public concerns over the use of the facility but maintained that the decision was made in the best interest of ensuring continued access to vital health services.
The St. Paul Empowerment Center currently provides HPV screenings and vaccinations, with the Health Ministry reaffirming its commitment to eradicating cervical cancer in Antigua and Barbuda by 2030. Joseph highlighted the government’s focus on improving healthcare access during a visit to the center.
The Liberta Clinic, along with other healthcare facilities, is undergoing major renovations to enhance its capacity, signaling ongoing government efforts to strengthen healthcare infrastructure across the nation.

Many Antiguans didn’t even know about this possible reap rewarding monetary gain in the first instance.
