Sir Rodney Williams during Throne Speech

The sudden passing of Mr. Timothy Payne has come as a shock to the nation.

His contribution in the fields of journalism, community development, education, heritage and culture is noteworthy. Mr. Payne was passionate about the restoration of the Barnes Hill Reservoir and had it not been for the COVID 19 Curfew would have launched two books and a historic photographic presentation at this location which was dear to his heart.

The books, A New Biography on King Short Shirt, celebrate the life and times of calypso icon, Sir McLean Emmanuel and Village Life and More is a collection of humorous anecdotes.

Timothy shared his view of life through the lens of his camera and produced many memorable photos of Antiguan and Barbudan life. In addition to his well known local exhibitions, his work was featured in the largest non commercial, six month long, art exhibition the Venice Biennale in Venice, Italy.

His positive energy and commitment to our nation’s development was an inspiration to many. He will be greatly missed.

On behalf of Lady Williams and my entire family, I extend sincerest condolences to the Payne family on the passing of their loved one and our family friend, Timothy, Anderson Payne.

May God grant you all comfort in this your time of bereavement.
