Government Unveils 50-Acre Land Programme Targeting First-Time Owners

CABINET NOTES: The Government of Antigua and Barbuda has taken another significant step toward empowering citizens through land ownership with the release of 50 acres of land in the MacPond area of All Saints under its expanded Land Empowerment Programme.

The lands, recently transferred to the Crown from the House Antigua project, are now being made available for purchase through the Central Housing and Planning Authority (CHAPA). This initiative forms part of the Government’s ongoing commitment to increasing access to affordable land and housing for Antiguans and Barbudans.

The Land Empowerment Programme was specifically designed to provide opportunities for low- and middle-income earners, particularly first-time landowners, to access residential plots at affordable rates, thereby promoting social mobility and economic inclusion.

This special provision applies to individuals who have occupied the lands for more than 20 years, ensuring security of tenure and recognizing longstanding community ties.

This initiative aligns with broader national housing and land development strategies being implemented through CHAPA, including the construction of affordable homes and the redevelopment of lands into serviced residential communities. These programmes are part of a wider effort to expand access to housing, strengthen communities, and support sustainable national development. 

The Government reaffirms its commitment to ensuring that every Antiguan and Barbudan has a fair opportunity to own land and build a home. By making land more affordable and accessible, the administration continues to invest in people, communities, and the long-term prosperity of the nation.

Interested persons are encouraged to apply through CHAPA and take advantage of this opportunity to secure a place in one of the country’s newest and most promising residential developments.

35 acres have been made available for immediate sale as residential house plots.

Plots will average approximately 6,000 square feet and are priced at $3 per square foot.

Qualified applicants will have the opportunity to purchase land over a 10-year period, with monthly payments starting as low as $175, making homeownership more accessible than ever before.In addition, the Government has taken steps to regularize land tenure for long-standing occupants in the area:

The remaining 15 acres, currently occupied by residents, will be made available at a highly concessional rate of $1 per square foot.

  1. They should focus on some of the land applications that have been sitting at CHAPA for years. I have had three applications in CHAPA for years. My first application was in 1986, then in 1999 and 2007. I gave up after three tries. I ended up building a small plywood house in my parents’ backyard, where I still live today. Every time you visit CHAPA to check on your application, you keep hearing the same script: “No land is available.” One particular staff member at CHAPA was hired to keep Antiguans from owning pieces of the rock. Others and I are always sent to her office to query your land applications. Her hair is always dyed red. I understand that she is now retired. Under both governments, she was a stumbling block for many Antiguans land applications.
