The Bahamas and Haiti out of free movement, more countries may join Antigua’s position, diplomat says
CARICOM Ambassador Dr. Clarence Henry discussed the position of other countries in CARICOM regarding Antigua’s decision not to implement full freedom of movement by the end of March.
He spoke In an exclusive interview with Twin Island Media this week.
Dr. Henry emphasized the importance of each member state advocating for its interests at the table.
Regarding the Bahamas, Dr. Henry stated, “Bahamas has opted out of joining the CSME for a long time so they will not be a part of any free movement.”
He also addressed Haiti’s situation, saying, “Given its current challenges, the open conflict and internal difficulties that they are experiencing, and because of the population size, they are not contemplated to be part of the full free movement mechanism that is being considered.”
However, Dr. Henry noted that it is not certain that other countries may not come forward to join in the future, stating, “There are still the possibilities that others may come forward.”
He highlighted the tendency of many territories’ representatives to remain silent at meetings, stating, “At the table, you are faced with silence, and the Secretariat will discuss issues, and it is only a few of us and Barbuda, Jamaica, Barbados, at times Guyana, who are strong advocates at the table on all matters.”
The interview provides insight into the diverse perspectives within CARICOM regarding freedom of movement and highlights the need for continued dialogue and advocacy among member states.

Let’s be wise! I am not against movement.. but free movement is quite another thing. Think with me.. doesn’t free movement include all the unwanteds from other Caribbean nations in little Antigua? And doesn’t free movement allow them to run off to another Caribbean nation after a crime. And don’t talk about the economic stress it will cause… It done bad already!!
I share your sentiments but would reach as far saying ” unwanted “. Every country want to have their own nationals to render some form of service to the country where they are from. However, the higher percentage of emigrants migrate to seek greener pastures. This migration creates pressure on the local natives especially in schools, health care & jobs. Natives should always be given priority and non-nationals should be given a maximum of year to be contracted for jobs, leaving room for a national to apply and be appointed. The contracts can be renewed thereafter if the position is filled by a national.

Where all the opposing for opposing sake Fans…The term free movement sounds great for a United Caribbean States but unrealistic. Take Guyana for instance with the discovery of petroleum given a few years would boistering with economic activities…can you imagine the soon to be influx….National returning home plus other caricum nationals.. think about housing ..school ..Healthcare etc…
Sounds good on paper but movement should be need base and visitation free…Lets become Caribbean tourists and enjoy the each our unique and natural beauty.
I am surprised that Caricom recently agreed to the long overdue position of free movement of citizens which was widely lauded by most countries but now seem to be a fractious and partisan approach by each member country. If each member country is going to take their own and distinct approach to free movement, then the pronouncements recently made were all in vain. I can fully well understand that every country have their own unique social, security, economic and other challenges but we must find a way to embrace those challenges and come up with an agreement and arrangement that serves everyone. The chopping and changing in order to facilitate and accommodate certain countries is what has set back Caricom for years.
This is bare trash. Mek everybody go back way dem come from, to each his own cause this a just cause bare bias and badmine and victimization to non nationals across the board.
