Go on amazon and buy a trail camera or game camera. They are used by hunters to get images of animals as they roam. They come with camouflage patterns and so should be easy to hide. They are battery powered and can use a memory card or even an LTE connection to review the footage.
I doubt the illegal dumping is being done by residents. Why would anyone want to wantonly despoil the beauty of their surroundings.
Then again, it depends on the culture of the miscreants doing this. I have a neighbour on Back Street, that no matter how often National Solid Waste comes and picks up the garbage at the most, one week later, garbage is there again. Old refrigerator, stove, washing machines. It is unsightly and unsanitary. Talk to them numerous times to no avail.

The ease with gabbage, dirty and smelly personal and public spaces, are navigated means nothing to the quality of life of many.
