REVISION OF THE ANTIGUA AND BARBUDA NATIONAL DISASTER MANAGEMENT PLAN AND DEVELOPMENT OF A SOCIAL SECTOR DISASTER MANAGEMENT PLAN FOR ANTIGUA AND BARBUDA

REQUEST FOR EXPRESSIONS OF INTEREST

The Government of Antigua and Barbuda (GOAB) has received financing from the Caribbean Development Bank (CDB) towards the cost of Rehabilitation and Reconstruction Loan (RRL) and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.  Payments by CDB will be made only at the request of GOAB and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purposes of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOAB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

GOAB is seeking to engage consultants to produce: a) a revised National Disaster Management Plan, that is socially inclusive and gender-responsive; and b) an integrated Social Sector Disaster Management Plan for Antigua and Barbuda.  Consultancy services will be engaged to support National Office of Disaster Services (NODS), the Barbuda Council, and relevant Ministries to review and revise the National Disaster Management Plan, inclusive of the development of sub plans as identified.   The plan review will be undertaken using a highly participatory, gender responsive and socially inclusive process.  In addition to preparing the Plan, the Consultancy will identify training needs, provide capacity building of key stakeholders, and implement a public education programme to embed utility of the revised Plan.

This Project is being implemented by the Ministry of Works (MW), through the establishment of a Project Implementation Management Unit (PIMU).  A Project Coordinator within the PIMU shall be responsible for the day-to-day management of project activities.  Engineering and other relevant Consultants shall be retained by MW to assist with the supervision of the contract. A Strengthened Disaster Management Plan is projected for this activity.

The Consultancy is estimated to be no more than 70 professional days over three months.

GOAB now invites interested eligible consulting firms to submit Expressions of Interest indicating qualification and experience required to provide these services.

Consultants shall be eligible to participate if:

  • in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;
  • in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and
  • in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.

The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011).

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments.   All information must be submitted in English.  Further information can be obtained from the third address below between 0800 and 1600 hours, Mondays to Fridays.

Four (4) hard copies of the Expressions of Interest must be received at the first address no later than 1500 hours on 29th March, 2019 and one hard copy must be sent simultaneously to CDB at the second address below.  The sealed envelope containing each submission should include the name and address of the consulting team and shall be clearly marked “Expression of Interest – Revision of the Antigua and Barbuda National Disaster Management Plan and Development of a Social Sector Disaster Management Plan for Antigua and Barbuda Re: Rehabilitation and Reconstruction Loan Project (RRLP)”.

The selection method will be on the basis of Quality and Cost Based Selection (QCBS), therefore, following the assessment of submissions, a shortlist of Consultants will be drawn up comprising a minimum of three and a maximum of six firms.  Only the shortlisted firms will be invited to submit Proposals for the Consultancy Services.

The evaluation of the proposals shall be carried out in two stages, first the Quality, and then the Cost.

Evaluators of technical proposals shall not have access to the financial proposals until the technical evaluations, including bank reviews and no objection is concluded.

GOAB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
