MASTER DEVELOPMENT PLAN FOR BARBUDA REDEVELOPMENT

 

REQUEST FOR EXPRESSIONS OF INTEREST

 

1.0       The Government of Antigua and Barbuda (GOAB) has received financing from the Caribbean Development Bank (CDB) towards the cost of Rehabilitation and Reconstruction following the passage of Hurricane Irma and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.  Payments by CDB will be made only at the request of GOAB and upon approval by CDB and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purposes of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOAB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

MW intends to engage the services of a suitably qualified consulting team for the duration of this assignment.

 

2.0       OBJECTIVES

 

The outcome of the Consultancy Service is to formulate a technically, economically feasible, socially inclusive and environmentally sustainable master plan for redevelopment of Barbuda, that promotes both rural and urban strategies and policies that strengthen the capacity of Barbuda to become a driver of economic development and creator of wealth and employment for its people.

 

3.0        SCOPE OF WORKS AND CONSULTING TEAM STRUCTURE

 

The Consultant in preparing the Masterplan will have regard to the objectives outlined in Section2.  A public consultation and communication strategy, is to be integrated into the completion of the following components of the scope of services. It is anticipated that the scope of services will be conducted through a number of primary tasks and phases that will lead to the formation of the design plan.  The design plan, will identify recommended improvements to the above ground public infrastructure. At the conclusion of the tasks, the Consultant will document the work carried out and the results achieved.  The documentation will be in the form of a report and supporting GIS based maps that will be available to decision-makers and freely available to the public.  The Project will be delivered through the completion of a Strategic Framework and the drafting of a Masterplan.

The proposed modality of work is based on the assignment by a project team of professionals which will undertake the tasks listed above in order to achieve a successful completion of this reconstruction and rehabilitation project while assuring the compliance with international procedures and regulations. The Consultancy Team will comprise experienced professionals in the disciplines of Architecture, Civil Engineering, Coastal Engineering, Economics and Renewable Energy Engineering, Geographical Information Systems, Land Surveying, MEP Engineering, Quantity Surveying, Town Planning, Social Policy and/or Community Economic Development.  These professionals will be sourced based on the procurement guidelines of the Caribbean Development Bank.

 

4.0       The duration of the assignment is expected to be for a period of twelve (12) months.

 

5.0       GOAB now invites interested eligible consulting firms to submit Expressions of Interest indicating qualification and experience required to provide these services.

 

6.0       Consultants shall be eligible to participate if:

 

  • in the case of a body corporate, it is legally incorporated or otherwise organised in an eligible country, has its principal place of business in an eligible country and is more than 50 per cent beneficially owned by citizen(s) and/or bona fide resident(s) of eligible country(ies) or by a body(ies) corporate meeting these requirements;

 

  • in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country; and

 

(c)     In all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

 

7.0       Eligible countries are member countries of CDB.

 

The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB’s policy on conflict of interest.

 

 

8.0       In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. All information must be submitted in English.  Further information, including a detailed Terms of Reference, can be obtained from the third address below between 0800 and 1600 hours, Mondays to Fridays.

 

Four (4) hard copies of the Expressions of Interest must be received at the first address no later than 1500 hours on 31st August, 2018 and one electronic copy must be sent simultaneously to CDB at the second address below.  The sealed envelope containing each submission should include the name and address of the consulting team and shall be clearly marked “Expression of Interest – Master Development Plan for Barbuda Redevelopment Re: Rehabilitation and Reconstruction Loan Project (RRLP).

 

9.0       Following the assessment of submissions, the most technically capable and appropriately experienced team will be invited to negotiate a contract to provide the consultancy services.  GOAB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.  It will not be bound to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
