CONSULTANCY – ROAD SECTOR DEVELOPMENT MASTER PLAN

REQUEST FOR EXPRESSIONS OF INTEREST

 

The Government of Antigua and Barbuda (GOAB) has applied for financing from the Caribbean Development Bank (CDB) towards the cost of Road Infrastructural Rehabilitation and Institutional Capacity Building and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.  Payments by CDB will be made only at the request of GOAB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.  The Financing Agreement prohibits withdrawal from the financing account for the purposes of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOAB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

 

The Ministry of Works and Housing (MWH), the Executing Agency, now wishes to procure consultancy services for a Road Sector Development Master Plan.  MWH is responsible for the planning, construction and maintenance of public roads.  The road network in Antigua and Barbuda is well established and consists of approximately 1253 km of road, of which 436 km are unpaved and 817 are paved.

 

The overall objective of the Consultancy is to enhance MWH’s capacity to strategically improve planning, efficiency, social inclusion, climate resilience and management of the road infrastructure in Antigua and Barbuda.

 

The services to be conducted in accordance with generally accepted international standards and professional practices acceptable to GOAB.  The scope of the work will cover all activities necessary to accomplish the objectives of the consultancy.  A participating and consultative approach is to be adopted in the conduct of the services which will contribute to their completion in a timely manner.  A results-based approach is to be adopted in the conduct of the assignment, with outcome indicators identified in respect of the proposed capital works and technical assistance interventions, baseline data collected and targets established.

 

A multi-discipline consultancy firm, with expertise in civil engineering, hydrology, road engineering, surveying, geographic information systems, disaster risk management, climate change and environmental service as well as social and gender development will be contracted to perform the services to undertake the Master Plan.

 

It is envisaged that the scope of the services will be delivered in two Phases:

 

Phase I:     Situation Analyses, Needs Assessment and Preliminary Project Identification and Ranking.

 

This Phase will include but not be limited to

 

(a) Collection, Review and analysing information regarding government policies, strategies, plans, legislature, etc. relevant to road infrastructure development in Antigua and Barbuda.

 

(b) National Road Sector Data Development appraisal, to include Traffic and Road Condition Surveys, Road network Capacity Analyses and Road Accident Analyses.

 

(c) Traffic growth and demand.

 

(d) Road Sector Planning appraisal.

 

(e) Climate Risk and Vulnerability Assessment.

 

(f) Institutional strengthening assessment for road maintenance and management, technical design standards, financial accounting methodology and practice, human resources development.

 

Phase 2:     Master Planning

 

This Phase will include, but not be limited to;

 

(a) Identification of existing government plans, budgets, policy statements, legislation and regulations and partnership agreements, crosscutting issues, and risks and mitigating measures that may have an impact on the Master Plan.

 

(b) Preparation of road sector investment Master Plan in four to five year phases.

 

(c) Preparation of guidelines for institutional strengthening and business process improvement for all aspects of the project cycle.

 

(d) Recommendations for the process of upgrading the master plan.

 

(e) Conduct a minimum of two main workshops to discuss the recommendations of the Master Plan.

 

MWH will assist the Consultant in establishing contacts and arrangements for meetings on both islands.

 

The duration of the assignment is expected to be for a period of nine (9) months.

 

GOAB now invites interested eligible consulting firms to submit Expressions of Interest indicating qualification and experience required to provide these services.

 

Consultants shall be eligible to participate if:

 

Eligible countries are member countries of CDB.

 

The attention of interested Consultants is drawn to paragraph 1.9 of CDB’s Guidelines for the Selection and Engagement of Consultants (2011).

 

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience on similar assignments. All information must be submitted in English.  Further information may be obtained from the third address below between 0800 and 1600 hours, Mondays to Fridays.

 

Four (4) hard copies of the Expressions of Interest must be received at the first address no later than 1500 hours local time, on January 16, 2018 and one hard copy must be sent simultaneously to CDB at the second address below.  The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest – Consultancy – Road Sector Development Master Plan, Second Road Rehabilitation and Institutional Capacity Building Project”.

 

The selection method will be on the basis of Quality and Cost Based Selection, therefore, following the assessment of submissions, a shortlist of Consultants will be drawn up comprising a minimum of three and a maximum of six applicants and will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment.  GOAB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety.   It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
