The Ministry of Education in Antigua and Barbuda has announced a major leadership change, just a day after teachers ended a weeklong industrial action.
Ena Dalso-Henry, former Permanent Secretary in the Ministry of Health, has been appointed to lead the Ministry of Education, replacing Rosa Greenaway.

Greenaway has been reassigned to the Ministry of Social Transformation.
The move follows a “work-to-rule” protest by members of the Antigua and Barbuda Union of Teachers (ABUT), who stopped teaching from 2 to 12 May over unpaid allowances.
Prime Minister Gaston Browne criticised the ministry’s handling of the matter, citing poor communication and delays in processing payments. He said the government remains committed to settling outstanding dues and attributed the delay to administrative hurdles.
Browne also hinted at further shake-ups, stating that officials unable to meet expectations may be reassigned.
The impact of the new leadership and any further changes will be closely watched.

That is the problem we have in the government system. People just cannot be fired for poor perfomance. Unlike in the private sector when you fail to perform you are out. You get paid off and that is the end of it. When will this system be changed so that public servants can be held to a higher standard in their job. This is unfair to the people working in the private sector. That is why no one working in the public sector is leaving to go and work in the private sector. They won’t lasgt anyway.
Why the PS?
What happen to the Director of Education – whom we heard nothing from throughout this mess?
What happen to the PAS who has direct responsibility for Teachers?
What happen to the Ryan person who is responsible for overseeing the Accounts Department?
Yet this woman is removed unceremoniously. We all know the Education Minister in name only was not a fan.
Lets see how long it takes before he starts complaining about Dalso.

Glad she moved from health because she don’t love nurses and very vindictive and disrespectful. Hope the teachers put her in her place if she violate them.

The Government in truth did a shake up!
This reshuffle is clearly a political response to public outrage, not a long-term solution. The real issue is chronic underinvestment in education and weak internal systems not just who’s sitting in the Permanent Secretary’s chair.
@Rhea, I would love to see the findings of that audit. I have never heard of auditing operations ever done for government departments/ministries in Antigua and Barbuda. All ever heard is financial auditing of government.
This administrative shakeup feels more like damage control than genuine reform. Moving one Permanent Secretary to another ministry without addressing the underlying bureaucratic inefficiencies won’t fix education. The government is reacting to public pressure rather than proactively managing the sector. If the Prime Minister is serious about accountability, we need a full audit of the Ministry’s operations and transparent timelines for resolving the teachers’ grievances.
Change was long overdue. Let’s hope Mrs. Dalso-Henry brings the urgency and leadership we need in the education sector.

Damnnnn that’s what you call a SHAKE UP
The past week of turmoil between teachers and Government was bound to bring about changes. There was almost an obligation for there to be faces of accountability coming out of all this. Governments cannot fulfill their roles if citizens don’t trust government employees to make and take decisions that serves the best interest of the community. Even the appearance of questionable behaviour can hurt and damage public trust. The axe came down on the Education Permanent Secretary.

Great move. A full dose of castor oil was necessary! Mrs Henry should do well at Education. Mre. Greenaway should do at HOME.
I think this is a good move. Actually, I think they should be rotated within their fields of education. New eyes, new blood, new passions.
P.s. If the good lady did something wrong or dropped the ball, maybe she should woman-up and offer an apology.
