DCA says developer is within his right to fence his land at Laurys Bay

PUBLIC SERVICE ANNOUNCEMENT

There have been recent enquiries by members of the public regarding access to the coastline at Laurys Bay for recreational purposes, by way of a road that runs through lands owned by a private developer.

The Antigua and Barbuda Survey Department confirms that the road and these lands are owned by the developer.

The developer recently fenced his property and placed a gate across his road.

The Development Control Authority (DCA), in investigating the matter, found that the developer is within his right to fence his land; and that the road in question does not lead to a beach, but to a rocky coastline and a jetty.

Further investigations revealed that there is a white sandy beach along the eastern side of Laurys Bay, but which does not have clear public access.

Consequently, the developer has kindly offered to construct a road along the eastern boundary of his land from the main road, to provide unrestricted public access to the beach.

Construction of this road commenced over a month ago and is expected to be completed within a short period.

  1. A simple google search of the so called developer BARON LORNE THYSSEN reveals his family’s origins and wealth dating back to the 1700s..and if you dig a little deeper you will see the blood. See below, taken from wikipedia..there is nothing new under the Son..

    It’s his/ her right to deny ANTIGUANS and any other nationality that vends on that beach find ANOTHER ENTRANCE TO THE BEACH BUT NOT THROUGH MY PROPERTY.

    I agree that there should public access to all beaches and not all coastlines….
    So Alex Browne and George Whenner any words on the DCA statement…that the said road leads to Rocks and that the developer decided to build a road to the beach…

  4. I do not know the full details surrounding this issue. Our founding fathers V.C Bird and others made certain that all citizens had exclusive rights to beach access and this is something we have always valued and cherished over the years. The day a single beach becomes private and citizens are denied access to it would mark a dark day in Antigua’s history.

    The laws governing BEACHES, as a National Park MUST be revisited and amended to properly address ingress and egress.

    The sale or purchasing of lands adjacent to the National Park(the beaches) for development(s), be they private or public MUST include designs in their schematics(INFRASTRUCTURAL SECTION) to address the proper INGRESS & EGRESS to the National Park/the beaches.

  6. If the developer has agreed to build a road to give people access to the beach, what is all the drama about?

    • @No fool…the decision to build a road, by the developer(s) is an afterthought, which I don’t think(I’m being an ass for ASSuming, but facts about the development(s) are lacking), however, again, the decision to build a road is an afterthought, not a CONTRACTUAL OBLIGATION, that should and MUST be included in ALL developments private or public which are adjacent to Our National Park, the BEACHES.
      I would go as far, as to include EMINENT DOMAIN, in addressing this vexing issue, of BEACH ACCESS.

        I understand your sentiments and share them too. The harsh fact though is this property is privately owned hence the owner is entitled to fence around what legally belongs to him. The same would apply to you if you own property and decide to do likewise. The issue is public access to the beach which is my opinion the worst so-called ‘beach in all of Antigua’. I speak as someone from that area. The law is there regarding public access to all beaches in Antigua, however Antigua is a place where laws are made to be ignored and disregarded by both government and land owner. To his credit the Baron has decided to build a road to grant access to this ugly so-called beach. Did I say beach? As they say, beauty is in the eye of the beholder. Go east from this horror of a ‘beach’ to Long Bay and you will find the difference between beauty and the beast.
        Moot point: the correct spelling might not really be Laury but Lowry after a Henry Lowry ofl plantation days. Not sure but I suspect it should be Lowry.

  7. When the ONLY fighting about denied access to Antiguas beaches is done on social media, the deniers of access will always win. Antiguans have become too apathetic where these issues are concerned. The majority of the country needs to get out in full force and picket the places that are putting this Apartheid system in place. The reason it’s continuing to happen is because y’all allowed it to happen NOT once but several times before with other beaches. Papa Bird himself used to go out and help break down fences that were put up to deny access to beaches. Y’all only have strength to fight your political rivals — but not your invaders who are quickly becoming your enslavers.

    ANU is on the fast track to becoming a playground for the Rich and Filthy Rich — And their only use for the locals will be as their SERFS!

  8. Meanwhile they distract you, and especially the youth, with fetes and entertainment.

    Anybody notice who are the main promoters of these events? Their reasoning is, why not make some money while we take away their patrimony, cultural and everything of value from them. It is so easy. Like taking candy from a baby.

    The young people do not realize that the ones who are fighting to secure their future and a decent space in their homeland will soon enter the departure lounge. Who then will fight for their rights, because they are not interested in that side of life. To them it is POLITICS, and they have no interest in POLITICS.
    Bring on the party, bring on the fete. We’re young. We shouldn’t have to worry about those things.

    Baron Thyssen knows a good thing when he sees it, and fooly-fooly people when he sees them. He will build a road for them so he can have what he wants where he wants even if he has no right to it. That is an insult to the local people.

    This carnival will end leaving a lot of bereft people, poor people. BLACK people. They can’t trade in the envelope size costume for much needed cash, and none would be able to help the other.
    The days of weeping and wailing are fast approaching. Who will stand for the people? Will it be the clergy who were ordained to shepherd the people? To counsel the people? To bind the wounds of disappointment in the people?
    Or will it be the politicians who the people voted into the cushy lives they live so they could make the people their priority?

    And yet, should we say that the people are as dumb as sheep that they will follow these harbingers of ill-will and portents of gluttony and greed, and not see that they do not mean them any good, yet they gravitate to them like moths to a flame?

    BTW, anybody can remember any time that the DCA made a decision that went the way of the common man?

  9. Hurray for the person if the access road is really being built.
    But tell me something, isn’t it entrenched in law for access to be at all beaches?
    If so, didn’t the surveyors provide for such when they surveyed the lands?
    If not, DCA/CHAPA, which ever one is responsible for the correct surveying of lands has dropped the beach access conflict ball, in my view.
