COMMENTARY: Ding-Dong-Dell- John Pelle ‘Catch’ Organizational Hell Medals: Queen Or Queer

Every once in a while, the environmentally-influenced-appointed members on the ‘Police Service Commission (PSC),’ were seen as hell-bent in creating and causing ‘Promotion Debacles’ within ‘Police and Fire Services.’ They always sought to use divisive means either make the ‘Commissioner of Police’ and his subordinates unhappy. They were seen to have exercised power and usurped authority that resides only with the Commissioner.

DESIRE BUT NO POWER

Notwithstanding, that a ‘Commissioner’ ‘fries,’ den ‘Police Service Commission (PSC),’ has the better hand part of his independence, ‘Commissioners’ unless the ‘Prime Minister’ in whom the ‘Constitution’ allows ‘Pleasure’ to sack or kept in an environmental subservient position, he untouchable. Though the PSC’ has tried  to ‘clip his wing, they may have the ‘Desire, but not the Power.’ If it was just to ‘Call a Spade, a Spade; ‘…Eef  weeing cyar klip;  Ahn cyr bruk; Den bruk ah phoot, ahr pluk awf de darn feddars’(Vernacular). Though they understood his liking for ‘Dancing and Flying,’ appearing informally briefed, the ‘Subordinates,’ love him. They took no umbrage with  their ‘Commissioner.’ They were able to dance to ‘Jerusalema’ [YouTube].

CONGRATULATORY MESSAGE

This serves as a ‘Congratulatory Message’ to King’s Police Medalist, Superintendent Dale Mercury KPM.’ They could have been no ‘Jostling’ by members of ‘Police Service Commission (PSC)’ for this ‘Medal.’ Though it was going to be an uphill battle, rank-and-file members shall see such as an Award’ was worth achieving. This, however, was to the extent that the remain committed in building s life time career, and be seen as acquitting themselves exceedingly well.

TRUTHFULLY FRANK

The only thing in ‘Truth,’ is ‘Truth.’ It shall always be spoken quietly. However, likened to ‘Lies,’ both hurts. This was when one was ‘Truthfully Frank.’ Even so, it requires no special skills in speaking ‘Truth.’ Likened to ‘Lies’ or mischief, speaking to anyone of them, callously or recklessly, will surely design a pathway, not to ‘Calvary,’ though. This may either to the penitentiary or to the cemetery.’ Still, ‘All it takes is a bit of bravery with open frankness and sincerity and honesty’  Though the contents are not from, or written under the ‘Bible,’ still, ‘Nothing, but the ‘Whole Truth.’

PERSPECTIVE

Fundamental to this commentary, is that which has potential for impacting in a negative way, Law enforcement’s commitment to; (a) ‘The Rule of Law; (b) ‘Devotion and responsiveness to the ‘Call of Duty.’ Most importantly; (c) Prevention and Detection.’ Sadly, that which the ‘Police Service Commission (PSC),’ appeared not to have appreciation is these constitutional criteria for in their deliberations and considerations, when providing ‘Opportunities for Advancement’ are; (i) ‘Merit; (ii) Ability; and (iii) Integrity’ [CO: 1981: FCP: ‘B’].

COMPREHENSIVE

’ HUMAN DIGNITY AND WORTH

The day the ‘PSC’ caused members of the ‘Police and Fire Services,’ to resign or retire or adopt a pattern of behavior that ‘Managers- Police and Fire Services,’ shall know as ‘Absenteeism,’ it will be the day when citizens will ‘Hop.’ Not the childhood game called ‘Hop-Scotch.’ Already, the robbers appear to be on top of the jaded, weary and worn out’ They have not stolen his human dignity and worth.

HORNE AND PELLE

During research and speaking to several persons, that which shall be stated here, were sentiments expressed about ; Inspector Theodore Horne; ‘…He appeared before me several times, and I was very impressed with way he gave his evidence; …I admire his composure and truthfulness;’ Of Senior Sergeant John Pell: ‘…He was service-oriented and a people person; …He was cheerful and obliging, and ‘extracted no personal benefits’ [Justice Keith Thom: January 12, 2024].

POLICE VICTIMIZING COMMITTEE- PVC

The acronym ‘PVC’ has no relations to that which the plumber uses daily. It is neither a water service pipe, nor a catchment or drain-pipe. Though some may personnel possess plumbing skills, theirs is bout Policing. Informally, except for the ‘Commissioner ‘Police Victimizing Commission, (PVC),’ in the context of that which plumbers used ‘PVC’ for, not a drop of water flowed through to them.

CIRCUMVENTING – EXPLOITING

That which shall also have been known were these; (i)’ The recipients were no longer actively serving members, with  Police Store-issued uniforms; (ii) No longer preventing and detecting crime;  and (ii) No longer performing Traffic Control, and/or other Police related-duties.’ That which research has suggested was that the recipients may have been; (a) ‘Navigating the corrupt environment; (b) Circumventing the process; and (c) Exploiting the office of Governor General.’

HIDDEN ENVIRONMENTAL DANGERS

Therefore, a ‘Governor General, shall be particularly mindful of existing ‘ Hidden Environmental Dangers.’ That which can be factually and professional said is that ‘Privilege Positions,’ such as office of ‘Governor General,’ has been universally known as being subjected to ‘Exploitability.’ The ‘Exploiters’ flourish in the ‘Environment.’ Thus, likened to ‘Foxes,’ as; (i) ‘Circumstances demand; and (ii) as Situations dictate, they operate by two concepts; (i) ‘Expediency; and (ii) Necessity.’ The ‘Mighty Sparrow’ sings and tells it as it is; ‘They know ‘NO’ Law.’

INFORMED BESTOWAL DECISIONS

Such diligence, with applicable intellect and wisdom, shall guide informed ‘meritorious, proper and deserving ‘Bestowal Decisions.’ Such however, shall be verified, that the ‘Monarchy’ was not misled by information; (a) ‘Not obtained by the ‘Actively Serving Commissioner; or (b)  Manufacture environmental ‘Artificial Intelligence (AI); or (c) Obtained from sources with vested interested; and (d) That ‘Horses not listed to be on the ‘Royal Courses,’ participate in ‘Medal Races.’

COVETED CRAVINGS FOR MEDALS

A ‘Governor General’ shall be mindful of the prestige associated with ‘Her/His Majesty’s Medals.’ He/she shall know of the ‘Coveted Cravings’ of those that have not awaited in the ‘Police and Fire Services.’ He shall know that those left clearly had; (a) ‘No Allegiance to the ‘Crown’ Thus, it has no incentivized obligations to extend ‘Special Privilege; (b) They are no longer under ‘Oath of office’ to receive ‘King’s Police Medal.’ The most ‘Obstinate’ calypsonian, sings; ‘…Plaice tief meh hag’ (Vernacular). Then he sings again; ‘…Rad nay’ cen ‘Cabral’ ah Pasa Pan, weh et ceme, e tief wan,  a karyum bac geh Abstee.’

MOST MISBEGOTTEN

The ‘Most Misbegotten Fact…? Indeed, there is such a word-Misbegotten. Its meaning is crude, but for this discussion, fittingly used. It befuddled the mind, that while John Pelle toiled for 43-years until he died, ‘After 25-Years’ back in ‘Civilian Life,’ the Retiree was ‘Awarded Queen’s Police Medal (QPM).’ Some person or persons had allowed his service to slip into oblivion’ [ANR: January 5, 2023].

MEDDLE WITH POLICE MEDAL

The ‘Gazetted officers,’ became suspicious, when there may have been ‘One Ceremony,’ there were two. Both, for the same purpose. They are ready to ‘Meddle with Police Medal.’ Still, they are accused of giving certain officers trouble (denying promotion). In perfectly-tailored suit, and Amazon-sourced dress, hat and shoes, ‘Recipients’ are considered immaculately and exquisitely attired.

QUEER MEDAL

Cologne and perfume fragrance filled the spotless ‘Investiture Room.’ It was not the occasion for the ‘Governor’s Ball.’ Clarevue Psychiatric Hospital was too far away for any ‘Mad Woman’ to jump the wall to get ‘a Queer Medal.’ The use of this word defines; ‘Strange’ Beside with alert and vigilant soldiers at their post, no intrusion to cause confusion or commotion or disruption.’ The gathering of the ‘Recipients, families and specially-invited guests speaks to a less than pomp and ceremony occasion.

TOP OF WORLD

Though no precise geographic location or coordinates were known, the ‘Recipients’ are about to ascend to the ‘Top of the World.’ They had advanced knowledge of the unfolding events. It has gone beyond hope and expectation. In an environment, conducive to peace of mind, they are at the relaxed- ‘At Ease’ drill-position. They are about to be bestowed ‘Awards,’ said to have been ‘Graciously considered by then- ‘Her Majesty, The Queen.’

IMMINENT PRESENCE

There are almost inaudible private-like jovial conversations between close-seated invitees. They are sufficiently composed, yet there is anxiety. Then indications are given of the ‘Imminent Presence’ of ‘His Excellency.’ The atmosphere now changes to a state of protocoled quietude. Such eminence, so dictates. With expected entry and without fanfare, ‘His Excellency’ enters. Observance to protocol and mark of respect, saw the gathering springs to their feet.

THE RECIPIENTS

The ‘Recipients’ of the ‘Belated Queen’s Police Medal (QPM),’ stand like a male’s reproductive organ. Their heads and shoulders being held higher than ‘ Standford Airport Tower and  Mc Nish Mountain.’ Expectedly, the recipients brace themselves, with chest held high. The ‘QPM’s are readied by the ‘Aide-de-Camp’ that passes them to ‘His Excellency.’ The bestowal process began and in short order completed.

IMPOSTORS OR BRAWLA’S

The ‘Governor General’ has little familiarity with, or no idea of pertinent facts or information on the prospective recipients. Even so, at that point, it is of no consequence to objection or rejection. It made no difference if he was bestowing the ‘QPM,’ by formalizing the affixing to the chest of organizational miscreants;   ‘Impostors or Brawla’s.’ Other than refined or Polished sentiments, Recipients are presented as ‘Paragons of Virtue.’

ORGANIZATIONAL TREATMENT

Their numbers worth ‘No Praises’ to the dead; They symbolize no heartrending gesture. The ‘Organizational Treatment,’ dished out to ‘Senior Sergeant, John Pelle 61,’ speaks to oppression and retardation of progress. Though they may look at his face, they shall not look into his eyes;  Neither to foe, friends nor family, their presence inspires no pleasure; Their actions speak to ‘oppressive wickedness;’

NO SOLACE – NO JOY

Their sentiments are received with disdain and as they are despised for shame; They bring ‘No Solace and No Joy;’ Their flowers have neither intrinsic, nor worthwhile and memorable value; No matter how joyous they sing and melodious their voices,’ they have left the hearts throbbing and families, in ceaseless excruciating pain.’ Though will be remembered, these will eventually enter into the dark recesses of the mind, then descend into oblivion.

LIVER WILL SHIVER

Their hypocrisy, eliminates no sorrow and eases no grief; Their final salute, shall enter not his brain; They shall remorsefully repent for their iniquitous and discriminatory acts, before the name- ‘John Pell’ is; ‘Called Up Yonder.’  Still, for treatment dished out to John Pelle; ‘Satan’ welcomes evildoers are waiting with a piercing dagger to penetrate into their evil liver. They shall not see his ever-smiling face gain; Though the earth remains stable, their bodies shall quake into everlastingness; Their ‘Liver will Shiver’ shrink into the shape of a ‘Ball of Ochra Fungi.’ There shall be no time for them to say; ‘Lord, have Mercy.’

MOST SHOCKING

Amazingly, if not outrageously after ’29-Years of ‘Police Service;’ and into 25-years in retirement,’ current members on the ‘Police Service Commission (PSC),’ were made recipients of the ‘Craved Queen’s Police Medal’ from Government House.’ Incidentally, such position, has a ‘Longevity Membership,’ spanning some 10-years began, following transitional governance in ‘2014 to present.’  Such Longevity has the same duration, as two other ‘Retirees’ on the ‘PSC.’ These are;’ (i) ‘Claudette Brathwaite-Mason; and (ii) James Hill’ who took the ‘Medal,’ bestowed upon him by former Governor General, His Excellency, Sir James Carlisle KCN, GCMG’ [2004].

QUEEN’S AND KING’S MEDAL: MERITOCRACY

Relate to the ‘Queen’s and King’s Police Medal (KPM);’ (i) ‘Retired Deputy Commissioner, James Hill QPM,’ had bestowal, while in active service without  ‘AI’ [2004]; and (ii) The historic and prestigious Award’ and bestowal of currently-serving ‘Assistant Superintendent of Police Dale Mercury, he has exhibited exemplary conduct and deep commitment.’ In his 37-years on active service, he has always responsive and dedicated. These bestowals were not only considered on ‘Meritocracy,’ but also transparency, legitimacy.’ This is contained in the governing ‘Police Act.’

LOW MORALE – LOW PRODUCTIVITY

From professional knowledge and experience, there must be some serious problems resulting in (i) Demoralization; (ii) Demotivation; (iii) Reward and Award; (iv) Privileges with incentivization benefits, including; (a) Opportunities for advancement; (b) Personal development and professional growth.’ Today, no rabbit may administrate efficiently or operate effectively, with a ‘Police Victimizing Committee (PVC).’ A Commissioner will bend just like that used by the plumber- PVC.’ Application of ‘Rules and Regulation’ against dissatisfied and jaded subordinates, has never the answer to ‘Indiscipline; Low Morale and Low Productivity.  These were just in passing.

SERVICE YEARS

While ‘John Pelle 61,’ labored, deprived of; (i) ‘Opportunities for advancement up the ranks; and (ii) Awarded a ‘Queen Police, Medal and ‘Catch Organizational Hell,’ some had jostled to ‘deprive ‘Everton Jeffers 61; Desmond Dinard 62; and John Pelle.’ The ‘Contrasting Chronological Facts,’ strongly and irrefutably 1suggested. Only consumers of ‘Chicken from the Mountain,’ may so deny; NOW: Fact; (i) ‘Both deceased officers have combined ‘Service Years’ of -72’ (29+ 43).’ They were not ‘Rookies.’ They were ‘Veterans.’ There is ; (i) ‘One retired male ‘Police officer’ with membership on the Police Service Commission (PSC).

COMPARATIVE ACHIEVEMENTS

In comparison to the ‘Achievements’ of; (a) ‘Fellow-training colleagues; and (b) Subordinates of less than ‘two (2) decades,’ appears consistent with his ‘Treatment’ over ‘4-decades. Though he knew that when his demise visited upon, and that he could not request time to achieve, either; (i) ‘A ‘Queen’s Police Medal; or (ii) A Queer Police Medal,’  John Pelle’ cared  more about his ‘Salvation than of ‘Queen or Queer Medal,’ or who  saw him ‘Fell’ or ‘Ring Bell’ or who, eventually, end up in Hell.’

SAVING FACE

For academic interest, those he was subordinated to, included: (i) Inspectors: (ii) Assistant Superintendents; and (iii) Superintendents of Police; and (iv) Assistant Commissioner-Elvis Weaver (Retired). Though not necessarily ‘Bringing Glory,’ given these revelations, in ‘Saving Face’ or ‘Giving Grace,’ for parading him as a ‘Bunny Inspector’ before ‘Governor General, His Excellency, Sir Rodney Errey Williams KGN; GCMG, MBBS,’ he shall be accorded the decency to be laid quietly to rest in the ‘Inspectorate Uniform,’ he was caused to be worn as ‘an Impersonating Inspector’ [Real News: November 5, 2021].

HORRIBLY TROUBLING

Some ‘Facts,’ though not necessarily new or baffling, some appear organizationally, ‘Horribly Troubling.’ The treatment before the earthly demise of two ‘Service-Oriented ‘Subordinate Police officers (SPO’s),’ may be cause for concerns by many. Whatever, their successes may be. Whatever their achievements may be, are members that seemed more fortunate than; (i) ‘Corporal Clifton Common 51; and (ii) Senior Sergeant John Pelle.’

ORGANIZATIONAL DISCRIMINATION

From personal knowledge of the ‘Organizational Behavior,’ such would have favored; (i) ‘Deputy Commissioner Everton Jeffers 61; and (ii) ‘One of three ‘Assistant Commissioners.’ This may have been the order as; (i) ‘The Commissioner Atlee Rodney QPM 61,’ had bestowal of the ‘QPM’ [November 25, 2019] and (ii) Deputy Commissioner Albert M.P. Wade QPM 61’ [ANR: December 30, 2017].  Instructively, all were in the same age range, yet in Service, he was way ahead. If this was not ‘Organizational Discrimination,’ then what is?’

JOHN PELLE: FROM THE RECORDS

There was neither dialogue with present, nor past ‘Commissioners.’ The contents reflect researched facts, and written from professional knowledge and practical administrative experience. Nothing else was desirable. Irrespective of where they may go, be it ‘Heaven or Hell,’ this is left to their choosing. Whether or not, it was for some specific or unspecified reasons, the members on the august body- ‘PSC,’ that may have neglected to treat him well, shall tormentingly hear the ‘Bell of John Pelle, Toll and his story Told,’ but only to the extent, the membership listens to: ‘From the Records.’

DEPRIVATION AND RETARDATION

While he remained in that rank until his demise, he had been ‘Deprived of Opportunity for Advancement.’ How can ‘Commissioner Atlee Rodney QPM,’ when he was appointed ‘Commissioner; with ‘37-years-service?’ These suggested that the two deceased have been subjected to ‘Deprivation and Retardation,’ even as they have shown unquestionable allegiance and unwavering loyalty.

SLAVES TO VICTIMIZATION

Their organizational treatment speaks to neglect discrimination and ‘Malady of Victimization.’ They have made the faithful to ‘Slaves to Exploitation,’ as they have trafficked during the ‘Middle Passage,’ While, ‘John Pelle 61’ continued to serve, and faithfully rendering Service of ‘43-Years,’ his former ‘Superiors;’ Cosmas Marcelle and Claudette Brathwaite’ were actively, and continue to be active-members of the civilian-body called ‘Police Service Commission [2014–].

CONTRASTING PERSPECTIVE

As in every sphere of human affairs, where the ‘Grass appears Greener,’ animals tether. Some will do well and some would catch hell. Looked at from a ‘Contrasting Perspective; (a) ‘ Former member of the Police Service, Cosmas Marcelle was enlisted in the service in 1969; (b) Graduated, posted, applied and conducted himself, and performed his duties exceedingly well; (ii) Commendably and satisfactorily, he made rapid professional progress’ through the coveted ranks.’

OPPORTUNITIES FOR ADVANCEMENT

Provided opportunities for advancement, he was elevated from the rank of ‘Police Constable’ through to; ‘Corporal; (ii) Sergeant; (iii) Senior Sergeant; (iv) Inspector; (v) Assistant Superintendent; and (vi) Superintendent of Police.’ Maybe, had he not opted to pre-maturely leave the ‘Police Service,’ he sure would have been merited with the ‘QPM.’ Dedicated to the enlightenment of ‘National Security and Police Ministers (i) Prime Minister Gaston Browne; and (ii) Sir Steadroy ‘Cutie’ Olivero Benjamin KCGM.’

BLUES AND MISERIES

Though painful, John Pelle’s ‘Organizational Blues and Miseries’ are now over. While concerns have been raised, respecting (a) ‘Conditions of Service; (b) Accommodation; and (c) Their Upward mobility through the ranks,’ the most recent of concerns, has been ‘Incentivized Privileges.’ These are looked at from; (a) ‘.Comparability; and (b) Incomparability,’ respecting (i) ‘Longevity of Service; (ii) and Achievements.’

VICTIMS OF THE SYSTEM

There was no conversation with the ‘Commissioner.’ The contents do not necessarily reflect his personal or official views. Even so, given his ‘Administrative Predicament,’ any ‘Commissioner’ reading this commentary, might be reminded of something, he may not have remembered. This is dedicated to; (i) ‘Former Commissioner Vere Browne.’

MEMORY OF THE FALLEN

To the ever ‘Resourceful Source, Retired Deputy Commissioner, Joseph Hughes; (ii) Those ‘Positioned-To-Know;’ (iii) Attorneys-Tabor; Cumberbatch; Robinson; Daniel; (iv) Commissioner Atlee Rodney QPM; (vi) Senior ‘CID’ Inspector Theodore Horne; (v) To the ‘Memory of Corporal Clifton Common; and Senior Sergeant John Pelle; and (iv) The hundreds of personnel that have been made ‘Victims’ of a ‘Body and System’ of Corruption’ [January 2024].

INTEGRITY OR BEHAVIOR

It was known to rank-and-file members, that among the ‘PSC,’ membership were persons, though seen as unconscionable,  they showed no ‘brawling hostility or evil animosity. f dubious, devious; divisive and devilish behavior. If it was to be viewed from the perspective of ‘Integrity or Behavior,’ then one may direct his/her thinking of doubtful honesty. And if calls for professional and administrative understanding of the indiscrete behavior, then ‘former Commissioner Vere Browne,’  who had  superintendence, command and control of the ‘Police and Fire Services,’ may lend testimony to ‘These Truths’ [Service: 2010 – 2015].

BRIGHTER MOON AND SUNSHINE

Those that showed no interests in waiting for the arrival of ‘QE II,’ laden with its treasured cargo of ‘QPM,’ resigned and left the ‘Police Service’ to where the ‘Moon, Sun and Stars’ were shining brighter. Membership on the Police Service Commission (PSC),’ as ‘Sir James; Sir James; and Dame Louise’ knew, and still know subject no member to subscription to ‘an Oath of office.

POLICE ACT: SECTION 18: UNSPECIFIED PRIVILEGES

That was one of the ‘Unspecified Privileges’ for ‘Actively Serving ‘Police and Fire Officers.’ Bad ‘Advice’ could make a ‘GOOD’ ‘Governor General,’ ‘BAD’ decisions. Whatever they may be, ‘Privileges’ are for those who are Members’ [Police Act: Chapter 330: Section 18]. Therefore, be circumspect, when recommendations not originating from the office of the ‘Actively-serving ‘Commissioner of Police’ arrive at his office.’ Thus, shall inform the decision-making process with due diligence.

CALL OF DUTY

A ‘Commission’ that overlooks those devoted, committed and showed constant willingness in responding to the ‘Call of Duty,’ is a ‘Commission’ with hearts saturated with vindictiveness, acrimony and animosity. This might be discerned when some ‘45-discontented officers,’ some 6 % of the active membership have either run, or about to run from the ‘Police and Fire Services.’ Many have reportedly attributed the situation to the despisable and abhorred behavior of the collective membership of the ‘PSC.’

SPREADING TERROR

Seemingly, there was no urgency in responding to such ‘Call.’ The will appeared to have been weakened, and the spirit appeared damped, and has ebbed to a dangerous low. The criminally victimized, as well as those in trepidation of being victimized, clearly must call into question their effectiveness in bringing respite to the citizenry. The citizenry’s concern has been their impotence and ability in curbing the criminal impunity of an apparent ‘ineffective Police-induced emboldened, fearless and terrorizing robbers. They have been seen as ‘Spreeing and spreading terror  across the nation. Crime Registers, if now exist, shall show acts of criminality being spread from ‘St. John’s to Red Hill and from ‘Piccadilly to Crab Hill.’

CONNIVINGLY TREACHEROUS

It has been the experience that in ‘Law Enforcement,’ as it has been in other professional careers, some ill-advised ‘Administrative Decisions’ had made some ‘Commissioners of Police’ look either docile, ignorant or professionally incompetent.’ It has also been to the knowledge that some had made some administrative decisions influence by the environment, looked as ‘Connivingly Treacherous.’ These decisions, when channeled out externally into the hands of ‘Governors General,’ with deceptively fed ‘Artificial Intelligence,’ could make any decision-maker, look exploitably crooked and stupid.’

EXPLOITABLY CROOKED

This can easily be explained by a simple, by logically and rationally look at the ‘Service Years’ of ‘Actively, competently and efficiently-serving subordinates. The decisions that have made third parties, for reasons of deception, also made the source, ‘Crooked.’ Given; (i) ‘The ‘Service Years; and (ii) Reasonably-inferred; (a) ‘Organizational allegiance; (b) Loyalty to organizational leadership; and (c) Commitment and responsiveness to ‘Call of Duty, such now dictates a contrasting look. These are based on professional knowledgeable and researched information.

RANK-AND-FILE MEMBERS

The abhorred influences of; Internal practices of cronyism; nepotism; insularity,’ appear to be making rifts everywhere within these Services.’ Compounding these have been reports of; hostility and divisiveness. Then there have been complaints of threats and victimization and discrimination,’ evidenced by some of the most ‘irrational, outrageous and distressing decisions the ‘Selective promotion.’ What Commissioner of Police. and for long can standby and his/her disintegrate under their watch, or to show no intolerance, or express abhorrence? What turns on this for ‘Rank-And-File Members of the ‘Police and Fire Services? Well, read on. You may find ‘Truth.’

NO HALF PREGNANCY -NO HALF TRUTH

The concept ‘Truth, is not divisible’ [Retired Chief Justice Keneth Benjamin: Mag: Antigua: Author: His Worship’s Court Prosecutor:1991- 1995]. In making the point, he said; ‘There was no ‘Half Truth.’ Bringing clarity of understanding, he said; Likened to pregnancy, a woman cannot be half pregnant. Just like a ‘Whole’ pregnancy, so too is ‘Truth’- ;The Whole Truth.’ When ‘Magistrates’ found evidence inconsistent wit, and was ‘NOT’ the ‘Whole in Truth,’ for fear of ‘Miscarriages of Justice,’ they have a ‘Judicial Way’ of telling ‘Police Court Prosecutors, ‘You only brought ‘Half’ to trial; Where is the other Half?’

SUPERINTENDENT DALE MERCURY: TRUTHFULNESS

Media reports reported such in a recent interview with ‘King’s Police Medal (KPM) Awardee, Superintendent Dale Mercury KPM,’ as most ‘Sincere and Truthful’ [G. Handy].  Actively serving officers may wish to eliminate their superiors. Instead of being perceived  as being ‘aggressively brutal, uncouth, uncivil, roguish and stupid,’ personnel could be ‘Polite and courteous and be consistently ‘Truthful.’ These help to; ‘Build Character; Image; and a reputation for Truthfulness.’ Congratulations to ‘His Excellency.’

QPM: CALLED INTO QUESTION

There has been not just grave consternation in serving rank-and-file members, but also controversy over recent bestowals on two members of the ‘PSC,’ called into question’ Meritocracy.’ Never again is any innocent and unsuspecting ‘Governor General,’ shall be ‘Deceived and Exploited,’ in bestowing ‘QPM’s’ on individuals on the basis that; (i) ‘They are ‘Retirees’ from the ‘Police and Fire Services; or (ii)

QPM:  BRAWLING AND BAWLING

In the ‘Police and Fire Services,’ some were known for ‘Brawling and some for ‘Bawling.’ Whether or not the ‘King’ was in transition to ‘Glory’ to be with His King, ‘Never Again,’ a ‘Governor General’ shall say to recipients ‘Her Majesty, The King’ Graciously gave consideration to the ‘KP Medal; Never again a 2‘Reigning King of The Monarchy,’ shall say through his Representative, the ‘Governor General’ to; (i) ‘A ‘Quarter of a Century Retiree; and (ii) A ‘Decade’ Police Retiree; ‘His Majesty, The King’ ‘Graciously’ gave considerations for the ‘King’s Police Medal,’ to be bestowed on civilians; and (iii) Never Again will a Governor General be deceived and misled by ‘Artificial Intelligence (AI).’

JOHN PELL: EARLY YEARS

In developing the title to this commentary, it was considered memorably useful to look at the ‘Early Years of d2eceased ‘John Pelle 61’ and the ‘Ringing of Bell,’ at ‘Church and School.’ He has been transitioned to another place, awaiting to ‘Rise in Christ and Glory’ [1963-2024]. For just over four (4) decades of dedicated service, his ‘Organizational Treatment,’ appeared to have been one of; (i) ‘Discrimination; and (ii) Victimizing retardation of professional advancement.

MISLEADING AND DECEIVING ‘GG’

That which he knew and discussed, and would now not know, is that; (i) Commissioner of Police Atlee Rodney QPM; (ii) Deputy Commission M.P. Wade QPM,’ though he served longer than both, were the only three-actively-serving members of the ‘Police Service;’ and (iii) On the Police Service Commission (PSC) former Deputy Commissioner James Hill’ that had ‘Legitimate and Meritorious’ bestowals; (iv) He knew that two other members; (i) Cosmas Marcelle QPM; and (ii) Claudette Brathwaite-Mason QPM.’

IGNITED SPARK -FLAME

An ignited spark has turned into an unextinguishable ‘Flame.’ It seems more overwhelming that currently faced by members of these services, and much more than what fans of, and music lovers, could get from the ‘Burning Flames.’  As it affects the bestowing the craved and prestigious ‘Queen’s Police Medal (QPM)’ upon actively serving members of the ‘Police and Fire Services.’

EARLY RETIREMENT

In the case of one of the ‘Three Police Retirees’ the individual had ‘Service Years of- 29; FACT (ii) This Retiree, deservedly so, had attained the respectable rank of ‘Superintendent of Police; FACT (iii) The Retiree opted, and applied for, and was permitted to proceed ‘Early Retirement; FACT (iv) The Retiree has received his ‘Gratuitous and Retirement Benefits; FACT (v) The Retiree currently receives two monthly pensions’ (Government/Social Security).

STIPENDIARY MEMBERSHIP

The Retiree has ‘Stipendiary Membership,’ as to be seen as; FACT; (vi) ‘remuneratively and fortuitously, receiving a ‘Monthly Salary/Stipend’ for his work on the ‘PSC.’ FACT (vii)  The Retiree was among two other serving members on the ‘Police Service Commission’ when death visited on both veterans tragically and expectedly. That which was widely known was that ‘Hypocrites’ have no tolerance ‘Bluntness and Truth.’ At least, three of the members on the ‘PSC,’ are no strangers to this  disposition.

CCJ OF THE ‘PSC’

Coined together as a synonym, they are the ‘CCJ’ of the ‘PSC.’ In service, the trio attained ranks in order of mention; (i) ‘Inspector; (ii) Superintendent; and (iii) Deputy Commissioner of Police.’ Should it be keenly observed, it could be passing strange that a member of the ‘Police Service Commission,’ became the recipient of the ‘Queen’s Police Medal (QPM).’

WHA DE HELL DE POLICE CAN DO

The musicians/artist, have more ‘Flames’ than what the ‘Antigua and Barbuda Fire Services’ could extinguish. In the lyrical contents of most of their songs, though crude and provocative, they are innovative, gravitating crazy; and irresistibly catchy. The group, except to ask; ‘Wha De Hell De Police Can do? [1995], the closet it  group came to the ‘Devil,’ was the song; ‘Debblish Rage’ [2004].

SATANIC RESPONSES

Fans seemingly possessed, appeared always driven to exhibit behavioral ‘Satanic Responses.’ Not only did they get into, but all kinds of ‘Rage’ that were more than outrageous. They drank and jammed; Pushed; and jumped and pranced into a frenzy. Then to the song, they ‘Stampede jammers to the ground’ [1995: YouTube]. The stamped their ‘authority’ on the feet of jammers.’ Those stamped too hard, invited the wrath of incense jammers. Consequently, some ended up as ‘Emergencies’ at the then ‘Holberton Hospital.’

WHA DE HELL DE DEVIL TELL DE ‘PSC’ TO DO (VERNACULAR)

Though infrequently, when the jamming was stopped, it was then they saw ‘Wha De Hell De Police’ can do.’ They have not produced any music, asking; ‘Wha De Hell De  Devil tell the ‘Commission’ to do to; (i) ‘Clifton Common: (ii) John Pelle; and recently to Theodore Horne?’ They will not now be able to ask: ‘Corporal Clifton Common 51; nor Senior Sergeant John Pelle 61.’

HELL, AND PUSSYCATS

Except going to ‘Hell’ to meet up with ‘Shadow and Farrell,’ it was not clear what else ‘Commissioner Rodney’ may be afraid of. Maybe he had listened to the ‘Mighty Sparrow.’ He made it clear, expressing fear of ‘Pussy Cats.’ ‘Commissioner of Police, Atlee Rodney QPM;’ and John Pelle’ are afraid of ‘Hell,’ as ‘Cats are ‘fraid of Holy Water’ [Neighbor: Fields Mc Ewen: Retired Assistant Superintendent of Police].

TOM – TABBY- PET CAT SHIRLEY

He indicated that he was more afraid of man than ‘Cat.’ A neighbor that was not a male, laughed. This appeared to have triggered a conversation. When asked what cats he liked, if it was those called ‘Tom  or Tabby.’ He responded; ‘What damn ‘Tom and Tabby’ you talking about-The little one for  Shirley?’ She replied; ‘So you like biscuit? He laughed and asked if he could have two. She told him only one she has, and it was not to be given away. Seemingly, out of curiosity she asked; ‘Do you listen to the song by ‘Lord Kitchener,’ singing; ‘My Poussin?

MY POUSSING: MIND GAME

He smiled and said; ‘So you know what kills cat? Curiously and inquisitively, he asked if ‘Kitchener’ fed the ‘Poussin’ with ‘Salad.’ The neighbor replied; ‘Ask Robin.’ My Poussin? Holy Water and milk.’ He asked if it was blessed? Hesitantly, she asked; ‘The water, milk or the cat? She told him when she returns home, she would invite her ‘Pastor’ to pray.’ Then he asked: ‘What happen, the Cat misbehaving? The conversation abruptly ended [January 12, 2024]. Both appeared to have been playing a ‘Catty’ mind game.’ Now, back to the subject-matter.

QUEEN OR QUEER

Though no discussions were held on both, he appeared to have been confused, discerning whether one was; (a) ‘Queen; or (b) Queer.’ Now, for his burial he would never know who discussed these matters or who ‘Ring the Bell.’ He would have taken with him, memorable recollections of his earthly life experiences. The naturally-induced transition of the ‘non-Queen’s Police Medal Awardee,’ (i)‘Corporal Clifton Common 51: and (ii) Senior Sergeant John Pelle,’ may not only exposed the behavior of both the ‘Police administration and the ‘Police Victimizing Committee,’ but also ‘Bells to Ring.’

QUEER (NON-POLICE) MEDAL CEREMONY

That which appeared to have incensed actively-serving members that then included ‘Senior Sergeant John Pelle’ were two recently held ceremonies. Looked at from the perspective of ‘Privileges’ to ‘actively-serving members as provided by ‘Statute Law,’ passed by Parliament and given ‘Assent’ by Her Majesty’s Representative.’ Then, ‘Governor General, His Excellency Sir Wilfred Jacob KGN, GCMG,’ had done the ‘Revision of Law’ [1992].

SECOND ‘QPM’ CEREMONY

Instructively, the news reported; ‘For the second time in a week, Governor General, Sir Rodney Williams presented the Queen’s Police Medal to a retired Royal Police Force of Antigua Barbuda officer’ [Point Ville: ANR: January 12, 2023]. Actively-serving members of the ‘Police and Fire Services,’ more angered  and outraged, reportedly tried to reach him through the ‘Public-paid-for cellular phone; ‘464-8901.’ Seeming, he wanted to have ‘NOTHING,’ to do with that which, the ‘Minions’ had arranged.

FROM THE GRAVE

Privilege information revealed that having been apprised of the ‘Medal Investitured Ceremony’ Deputy Commissioner, Everton Jeffers’ called ‘Government House’ to inquire if ‘Her Majesty’ had returned ‘From the Grave.’  Then as ‘Satan’ sought to ‘Defrock’ him of his ‘Pastorship’ by causing to be visited upon ‘Temptations’ through a ‘Temper Tantrum.’ He also attempted to insert one of ‘7-Devils’ into him.

HER MAJESTY’S TRANSITIONED

Luckily, the ‘Spirit of God’ prevailed. He neither ‘Cursed’; (a) ‘Government House: (b) Commissioner Rodney; nor (c) GOD.’ Seemingly, ‘Satan Lose’ [Lester Lewis: YouTube]. It was universal knowledge, national and withing rank-and-file members of the ‘Police and Fire Services’ that; (a) ‘Her Majesty’ Transitioned’ [September 8, 2023]; (b) Her Successor and Son Charles III, succeeded his mother as ‘King; and (c) She was ‘Tombed to Rest’ [BBC: September 19, 2023].

JOHN PELLE: LONGEVITY OF SERVICE

Through these discussions the citizenry may discern that apart from the approximately ’45 rank-and-file members’ that have either submitted; (a) Resignations; or Applications for ‘Early Retirement,’ the ‘over- 4-decades ‘Longevity Service – 43 John Pelle,’ nay have ‘Catch the most Hell.’ He may have been attentively and diligently performing his assigned duties, thus, may not even have been following developments in the news.

CONFUSION WITH MEDALS BAG

Seemingly, ‘Her Majesty,’ mindful of the ‘Royal Functions’ to be performed, appeared meticulous. She had  a ‘Police-colored ‘Khaki uniform ‘Medals Bag’ with the names of actively-serving; (i) ‘Deputy Commissioner, Everton Jeffers; and (ii) Assistant Commissioner, Desmond Dinard.’ That Bag was worded; ‘QUEEN.’ The other was a ‘Royal Leather Red Medals Bag,’ with the capital-lettered word ‘QUEER.’

ROYAL DRAW

That bag reportedly contained ‘Medals’ with the names; (i) Police Retirees Cosmas Marcelle’ [Retired: May 18, 1998]; and (ii) Retiree, Claudette Brathwaite-Mason’ [2014]. Her Majesty,’ looking drowsy and  breathlessly panting made a ‘Royal Draw.’ With quaking hands and closed eyes, ‘Her Majesty’ opened the ‘Royal Paper’ and read the names of the ‘Two Police Retirees.’

INVISIBLE PRESENCE

Seemingly, ‘Invisible Presence of Death,’ visited upon ‘Her Majesty’ and took Her ‘Breadth’ away. Though such had not bothered ‘Senior Sergeant John Pelle,’ ‘Death’ also visited upon him, and  took his as well.’ It has been the belief of rank-and-file members that the ‘Retirees’ took his, along with that for ‘Everton Jeffers’ Medals’ away.’ Both, ‘Jeffers and Pelle,’ wish them well. Long Live, The King.’

RINGING BELL: CHURCH AND SCHOOL

He would have remembered many things, particularly at; (i) ‘Church; (ii) School; and (iii) Membership in, and Service of ‘43-years’ in the ‘Royal Police Force of Antigua and Barbuda.’ Joys and happiness he had, and ‘Treatment meted out and hardship and sadness, he experienced and endured during his ‘Chosen Career.’

RINGING SOUND

He may not have remembered much in the early stages of life, beginning from infancy. At ‘Childhood,’ likened to today’s children, he would have heard the ‘Ringing of Bells.’ At the infancy stage, though they knew not what the word ‘Bell’ meant, nor the significance of the audible ‘Ringing Sound,’ would have attracted their attention. Yet, it spurred no interest and prompted no curiosity.

RESPONSIVE SENSE

As they grew and attended ‘Church and School,’ they would have developed; (i) An understanding and meaning; (ii) Responsive sense; and Obedience’ to the ‘Ringing of the Bell.’ The deceased knew before ‘Divine Service’ began, the ‘Church Bell,’ was heard ‘Ringing,’ it meant Church-goers were notified that Service would begin at the appointed time.

BEST TIME FOR PLAYING

They knew when given a short break or recess, when it was heard ringing, it was time to go back inside. They knew  when inside and they became too noisy, when they heard the ‘Bell Ringing,’ it was for them to be quiet Then late afternoon, when the final ‘Ringing of the Bell,’ was heard, it was time to say prayers, dismiss and to return to their respective homes. That was the last ‘Ringing,’ and best time for playing.

RINGING OF THE BELL

That which no one knew, was that a ‘Neutral Stimulus’ was being used as a way of communication. They had shaped and condition human minds and behavior. The Psychologists called such learning method; ‘Classical Conditioning.’  They have explained it as ‘an unconscious learning method.’ They have only explained (i) ‘Sounds; (ii) Signs; (iii)  Movements; and (iv) Actions’ to communicate messages or instructions. Those mediums are still in use as one reads this commentary.

SEXTANTS RINGING BELL

Whatever it might be operating in the mind, ‘John Pelle’ knew that that all that ‘Church Sextants’ do, is ‘Ring Bell.’ When congregants hear the ‘Ringing, they too know, it was time for congregants to attend and enter into the ‘God’s Kingdom.’ In this life, he also knew that; (i) At mid-morning or afternoon, when the ‘Bell’ began to ‘Ring,’ it was for two things; (i) ‘Funeral; and (ii) Wedding.’  As it relates to School, it was time to end playing to go inside for teaching and learning. Now, when the ‘Bell Toll’ for ‘John Pelle,’ the last institution he would not be ‘School Bell Ringing.’ Neither would it be ‘Happy Children Singing.’

 

 

Could anyone or the collective membership of the ‘Police Service Commission (PSC),’ dispute or deny these Facts?’

EASY-TO-ANSWER-QUESTIONS:

The author boldly, respectfully and publicly puts these easy-to-answer questions: (i) ‘Chairman of the ‘PSC,’ Kelvin John; (ii) Former Inspector Claudette Brathwaite-Mason QPM; (iii) Former Superintendent, Cosmas Marcelle QPM; and (iv) Former Deputy Commissioner James Hill QPM (My former D/C); ‘Is it Fair’ that; (i) ‘John Pelle’ should have died after serving in the ‘Police Service’ for 43-years and has only attained the rank of ‘Senior Sergeant?’

IS IT FAIR – IS IT JUSTNESS

It is not intended to confuse the ‘PSC’ members requested to answer these ‘Questions.’ They were developed and structured on the basis of; ‘Fairness and Justness.’ Members may answer in order of preference.’ There is no invigilator. Members shall read carefully. Should comprehension proved difficult, that which poses difficulties, may be passed. Be informed that these ‘Questions’ will be submitted to the office of ‘Governor General, His Excellency, Sir Rodney Errey Williams KGN, GCMG, MBBS.’

CHAIRMAN EXEMPTION

The ‘Chairman’ shall not answer any of these ‘Questions.’ Please note that he is ‘Exempted.’ He shall not assist members; (i) ‘Claudette; (ii) Cosmas; and (iii) James (CCJ).’ The acronym shall not be confused with the Trinidad and Tobago-based ‘Caribbean Court of Justice (CCJ).’ This jurisdiction has not yet accepted it as its ‘Apex’ or ‘Final Appellate Court.’

THE QUESTIONS

Given the brutal, untimely and tragic death, reportedly occurred at the ‘Detention Holding Cell’ at St. John’s Police Station (SJPS), when a raging mentally-deranged detainee allegedly; (a) ‘Flattered him to the floor, (b) Stamped; and (c) Pummeled, thereby leaving him with blood profusely flowing for his mouth; nose and ears; ‘Is it Fair’ for Clifton Common 51,’ shall have served in the Police Service for 29-years, tragically killed and has only attained the rank of Corporal?

IS IT JUST

ROYALTY – SANCTITY – AUTHORITY

Professionally speaking, be it nationally, regionally or internationally, not only the ‘office of the Governor General,’ but also the ‘gender-based-non-discriminatory holder. While the office takes the ‘Sacrosanct Status’ and office-holder represents the symbol of ‘Royalty, Sanctity and Authority,’ a particular posture will guide the thoughts and perceptions of loyal subjects of ‘Impeccability of Character.’

 

REASONABLE EXPECTATIONS

The person that has coined the words ‘Agony of Defeat’ into a phrase may have been a psychologist. It takes into consideration the total human feelings. It specifically speaks to things people set out to do and set in a competitive and conquering ‘Spirit, with a will and determination to achieve goals and objectives. It also considers moods and emotive feelings if defeated.

 

From sports disciplines to political contests, sundry persons know it. In the workplace, it has never been about contestants, it has always been about, inter alia; (a) ‘Hopes and aspirations; while (b) At the workplace, ‘Reasonable expectations; (c) Reasonable remunerations; (d) Rewards and Awards; and (e) Privileges and other incentivized considerations.’

CONSEQUENTIAL MOVEMENTS

The ‘Police and Fires Services,’ are rank-structured for consequential.’ For instance, a movement in a low rank, inevitably trigger ‘Consequential Movements’ upward to the next higher rank. This may not necessarily be the case when the existed vacancy is at the top, and a replacement is imported to fill it. When this happens, no personnel moved out, and therefore ranks below remain irremovable.

BLOCKED –

The recent development within the ‘Fire Service’ speaks vividly to retardation of upward mobility. For instance, when retired ‘Assistant Commissioner, Elvis Weaver,’ was allowed to ‘Seize and Impounded’ the ‘High Command’ position, subordinated ranks moved. There was no rank space for; (i) ‘The Superintendent; (ii) Assistant Superintendent: (iii) Inspector; (iv) Senior Sergeant; (v)  Sergeant: (vi) Corporal; and (vii) Constable’ to move into.’ He had blocked traffic from New Gate Street,’ right down to Papa Bust’ at Market Square.’

HORRORS AND AGONY

The impact on the ‘subordinate ranks would have been devastating, demoralizing and demotivating.’ The personnel wanted room to pass, and not for ‘Hell,’ or even for ‘John Pelle he would give a chance to pass. Then came more ‘Horrors and Agony.’ When Assistant Commissioner, Elvis Weaver QPFM, was eventually forced out, all hopes we dashed; ‘Dreams became illusive; Desires never fulfilled; Wishes never materialized; Appetite lost.’

LIGHT MOMENT

For a ‘Light Moment,’ if the ‘Assistant Superintendent’ wanted to pass through the two ranks  above to visit the ‘Devil’ to ask  what to do, neither himself, nor ‘John Pelle’ could get to Hell.’ When the Assistant Commissioner,’ eventually moved, the authorities immediately blocked upward movement, with ‘Assistant  Commissioner of Police Parker.’

DEVIL AND POLICE

Two paragraphs are dedicated to the; ‘Flames: Krokuss; Oungku; Onyan.’ The reference has more to do with music, than ‘Ringing Bell for former subordinates; (i) ‘Clifton Common 51[February 11, 2021]; and John Pelle 61 (deceased);’  as well as  former colleagues; (i) ‘Claudette; (ii) Cosmas; and James (CCJ) (Serving members-PSC); Rank-and-file members of the ‘Police and Fire Services; and neighbor, Retired Assistant Superintendent, Fields Mc Ewen (No Medal). Humorously, he came up with ‘Pussy Cat and Holy Water.’ Happy New Year-24.’

 

ORGANIZATIONALLY PERPETRATED

Such only exposed the Police high command, as to be perceived as being administratively uncaring and insensitive having served for ’40-Years.’ Then allowing for ‘Organization Retardation; then died without the enjoyment of ‘One Month’s Pension and Gratuity,’ that shall be called ‘an Organizational Crime of Robbery. Though a man’s ‘Soul’ could not be saved by reason of ‘Secular Acquisitions,’ but for all the evils ‘Organizationally Perpetrated’ against him ‘Rest in Peace?’

 

POLICE IN THE MIDDLE

The word ‘Police’ in the middle of the terminology; ‘Queen’s Police Medal’ or ‘King’s Police Medal,’ speaks to one fundamental concept and one group of individuals. That concept means that the recipient shall be ‘actively serving Police officers,’ irrespective of gender, not only enjoy eligibility, but also statutory  privilege.
