Beyond Spending: How Strategic Policing and Community Efforts Will Combat Vicious Crimes

This is what Prime Minister Honorable Gaston Brown speech against CRIME, and to provide ADEQUATE ASSURANCE to the country should have included (specific ideas and not mainly or just about spending money)

As part of the crime plan, you need to acknowledge the increase in vicious crimes (acknowledging it will result in the nation believing you are feeling their pain, fears and that you are diligently working on a solution to a problem you are acknowledging, comparing the crime problem in Antigua and Barbuda to another country should never be done, it means in the mind of the nation, you do not think there is a problem that needs solving, so never do this. Let the people know you take their fears seriously and you are using the best of the best to solve this national security and safety problem). You cannot just rely on the past to solve this new era of vicious crimes. Ideology is no longer more important than pragmatic research and application.

Here, you can invoke the years people lived without fear, and that vicious crimes practically did not exist or were not as frequent as it is now, especially if you were part of a political party in power at that time (this also will let the people know that the current horrific crime problem can be eliminated if we work together, as there was a time they did not exist, because at that time we looked out for each. This helps to eliminate the people’s fear, and this is never good for criminals when the community no longer is in fear of criminals and working together). This puts hope in the nation.

You will then expressed to the nation what method or unit you have created to solve this crime problem (forming an Intelligence and National Security Unity that will for the first time in Antigua and Barbuda history employ people with advance degrees in social science, police science, criminology, psychiatry, sociology, calculus, algebra (math helps with data calculations, predictions etcetera), law, criminals justice, forensic science, expert field police officer, victimologist, crime victim advocates, etcetera) to use actual data to formulate effective, and strategic policing style for this day and era. This group of experts, according to you, have developed and will continue to immediately provide innovative and pragmatic solutions to this new era of vicious crimes that is terrorizing this peaceful nation (reminder of what it can be and that we do have not fear the tyranny of these criminals if we work together and cooperate with the experts). 

Here, you can also mention some of the strategies this unit came up with using advanced scientific knowledge (to reassure the public they can have some new hope to see new results). We will not blame branches of the government that research has clearly shown have nearly no impact on crime deterrence that have not been seen in recent years. But you may say you will encourage a mandatory minimum (if you want). Now list some strategies that this “great” unit you have created have come up (those the public will see so there is no tipping off criminals as these specific tactics are actually important for the public and criminals to see). Tactics that the police and communities (everybody can participate in). Some new tactics we are employing that we can tell you:

  1. Mention there will be resources for victims and family (not only to help in the healing process, but to also express how they feel and to provide information that could be helpful in decreasing others from being victimized). Nobody in Antigua has ever done or say this this.
  2. Communities can set up basic call-buddies (when you see something or you are coming home late but you are not sure whether to call the police, call a trusted family member or friend and have that person stay on the phone with you until safety or invite that person to stop by now while you are still on the phone with them). Let the community know they do not have to feel helpless.
  3. Within the communities take note of every crime that happens and take actions that reduces this from happening again, alert trusted neighbors you are not home, have trusted family and other members watch your home, use better and stronger windows on your house that cannot be removed. Etcetera. Strong focus is on reducing opportunities for crimes to occur because only that has the greatest and longest impact
  4. Inform the communities that experts with advanced knowledge and degrees are looking at each of these vicious crimes in detail, are we are learning from them, and creative effective policing tactics to keep you safe 
  5. For instance, we are enhancing regular patrolling by implementing frequent stakeouts with heavily armed law enforcement officers in and around businesses and homes, day and night, even at times the owners are unaware based on crime prediction models. Putting fear and apprehension in the minds of criminals and conditioning them. 
  6. There will be frequent night foot patrol with communication devices by the police in communities in reflective vest and properly equipped.
  7. Police officers, security personnel and ministers of government will be visiting schools frequently to talking to students which also brings a feeling for safety and inclusivity to them (this visit will act are deterrence and connection to the police in a non-threatening way)
  8.  There will or should be a network of trusted people in society (retired police officers, military, ministers of government and fire-arms license holders that can participate, voluntary, 10 minutes of lookout from their home with direct contact to law enforcement to report suspicious activities or to reduce opportunities for crimes to occur
  9. There should be strategically parked police marked vehicles in communities being used as satellites bases for police for hot spot or high-risk identifying
  10. At no time police officers will be officers not necessary for the effective running of the police precinct be sitting and waiting for calls, they will be out on patrol and teams will be at various parts of the country to ensure the quickest response time, if called while on patrol (crime opportunity reduction and prevention)
  11. On a daily basis a prediction of crimes that are more likely/predicted to occur must be presented and opportunity reduction tactic employed daily 
  12. I must inform you that the PM speech I heard was better and it was serious but it lack the listing of specific policing styles and techniques because no matter how much you list what you will buy and how much money you spend, if these resources are not properly used (using proper tactic created by experts for the specific community/country, the spending will have no effect). The PM needed to convince the public that these spending will actually be vital in solving the crisis and only listing some of the specific tactics created by INSU will prove that. 
  13. More police roadblocks with chase vehicle way behind for those vehicles quickly turning around to avoid the roadblock/inspection
  14. Speed detection devices and car registration and insurance inspection, a lot of the vehicles being used to commit crimes are not properly insured or registered etcetera (this also gives an opportunity to inspect car occupants and what is in the vehicle) 
  15. Encourage those at the party’s helm not to threaten to kill, and rob people who believe in their skills, education and idea and strongly believe their innovations are better that what is being used that has not reduce vicious crimes but have vicious crimes occurring frequently and in broad day light as criminals have no fear of being captured even after a police shooting
  16. I am not sure I can encourage curfew laws at this time and would leave that to parents at this time, as doing so may criminalize youths who should not be (this is not something I would do in a rush, so wait on this). Children will sneak out, and not let anyone know putting them at worse risk of harm as criminals now would know no one knows they are out and about. So, easy target to kill and rape. 
  17. More tactic to reduce the opportunities to commit vicious crimes are available from me and I want to thank those ministers who contacted me to provide such information.

  1. several million dollars will be made available to tackle crime yet over a year now social security can’t pay me damn money…now if I go there and make noise they will lock me up and this is a part of the problem Antigua government does not do anything with a sense of urgency for certain people and when people get frustrated they don’t like it..SOCIAL SECURITY!! DO BETTER!! YALL HAVE BIG SCANDAL AND SPEND OFF PEOPLE MONEY IM SURE ALOT OF YOU STILL THEIFING IN GOVERMENT…

  2. Are you people for real? Do you understand how a pension scheme works? Every pension scheme in the world, including in the developed countries like America, are in trouble. Do you know why? Because people are living longer. That is why. When these schemes were developed, people were living to 65 and 70 max. So the schemes paid 5 or 10 years. Now due to improved health care, diet exercise etc, people are living much longer. So a pension scheme operates like a pyramid. Young people are supposed to join the work force at 18 and their payments at the bottom of the pyramin will filter up to pay the retirees. But Antigua, like all other countries worldwide, has an inverted pyramid so we are paying out more than is being put in. Or in other words there are.more old people making demands for pensions than there is money being paid in by the work force. And as a matter of interest, the little that you have put in is far, far less than what you will receive over your retirement. That, my friends, is reality.
