Antigua and Barbuda Enforces 17% ABST Rate on All Hotel Accommodations, Even Pre-Booked Stays

The Antigua and Barbuda Sales Tax (ABST) rate for hotel accommodation has increased from 14% to 17% starting January 1st, 2024, according to amendments made through the Revenue Miscellaneous Provisions Act 2023.

Following consultations with the Hotels & Tourist Association, an official notice has been issued to remind stakeholders of the impending change.

The additional 3% in ABST will be directed towards the Consolidated Fund.

It is important to note that this policy change will apply universally to all holiday accommodations, regardless of when the bookings were made.

Even pre-booked vacations secured before January 1st, 2024, will be subject to the new 17% ABST rate.

Stakeholders, including hoteliers and travelers, are advised to take note of this adjustment and ensure compliance with the revised taxation regulations.

Any inquiries or clarification regarding the new ABST rate can be directed to the Antigua and Barbuda Revenue Authority or referenced in the official documentation outlining the amendments to the Sales Tax Act.

  1. I don’t understand why pre booked holidays are highlighted in such a manner. ABST is charged at the point when the item or service is actually PURCHASED, so if a BOOKING was made in 2023 logically it must be taxed at the 17% if the stay is actually done in 2024 or beyond. What I have a concern with is the notion that a PRE PAID booking made prior to 2024 is to be taxed again an additional 2%. That to me makes no sense. So what happens in the case for instance if someone purchases an airline ticket prior to 2024 for travels in 2024 is the expectation one where the airline will charge you an additional 2% when you arrive for travel?

  2. Gaston, has lost his mind! I think he needs to start taking his medication again. Many of these bookings are prepaid by the tour groups and there is no way the guest will pay the difference so the small hotels will have to absorb this. He going to run the tourist from here! I have a family of 5 and I depend on my hotel job! He trying to kill us all while he remain fat and full. I and none of my family will vote for ALP again. This time he losing 17 seats. If he make it to the 4 years.

    • Am so in agreement to your response. Why not implement on new bookings ? No hotel owner is going to pay out of pocket the staff is going to take the fall. Can’t blame them either from not wanting to pay out.
I honesty believe he’s not running for next election so it’s get wealthier this term.

  3. Wasn’t this story published yesterday and contain many comments from the public? Where are all of the previous comments after the story? What’s going on? Is the news and free speech being tampered with?

  4. You’d think that Antigua is heaven with these moves. There are other places that tourists can go to, and better places too! So continue on….

  5. This messy messy government just continues to be as messy as they ever being (and some) in 2024.

As my good friend @Rasmood would say, they suffer from “ppp” piss poor planning.
They implemented a tax level on the public with absolutely no idea what and how in should be implemented.

This man called Gatson Browne is going to leave behind one of, or if not, the worst legacy of Any PM in Antigua and Barbuda’s history.

This guy is just terrible when it comes to finances..

How the hell we even get here again with this Guy? Sheesh 🙄..smdh.

Please hurry Antiguan’s, and get this dude to hell out of here before we totally lose our country!!!

What a bloody joke a tell yah!!!
