An Antigua and Barbuda Defence Force (ABDF) captain, Javonson Willock, faces a court hearing today after applying to prevent the revocation of his permanent employment status.
With over 18 years of service, Willock, who held a permanent captain position for seven years, was unexpectedly informed of an oversight regarding his commission scroll in March 2022.
The ABDF proposed placing him on a short-term contract, subject to extension based on performance, but despite seeking resolution, Willock received no response for months. He contends that his commission scroll is legally binding and challenges the “unlawful” short-term contract, seeking judicial review.
The application for an interim injunction was filed on November 29 and is scheduled for a hearing today.
Willock’s legal battle stems from a 2020 misconduct investigation by Chief of Defence Staff Colonel Telbert Benjamin, which resulted in a nullified decision in September 2023.
The settlement is pending, and Colonel Benjamin defers the matter to the court.
