Antigua and Barbuda Temporarily Waives Work Permits to Address Skilled Labor Shortage

The Government of Antigua and Barbuda has announced a temporary waiver of work permits for skilled workers from outside the Caribbean region as part of its efforts to address a labor shortage that has been delaying critical housing and infrastructure projects. Prime Minister Gaston Browne made the announcement during his 2025 Budget presentation, highlighting the measure as a strategic step to ensure timely progress on national development initiatives.

“To address the shortage of skilled workers that has slowed the construction of these homes, we have temporarily removed the requirement for work permits for skilled workers emanating from outside of the region,” Browne said. However, he emphasized that these workers will still need to register with the Labour Department before taking up employment.

This initiative comes as the government accelerates its ambitious housing program, which includes the Booby Alley Housing Development, the Louis Hill Housing Project in Barbuda, and various other residential developments spearheaded by the National Housing and Urban Renewal Company. Collectively, these projects aim to deliver affordable, climate-resilient homes to thousands of families across Antigua and Barbuda.

The labor shortage, particularly in the construction sector, has been identified as a bottleneck to meeting the government’s targets for housing and infrastructure. By waiving work permits for skilled workers, the administration seeks to fill this gap and ensure that projects proceed on schedule. “This temporary measure will ensure that housing developments progress unhindered,” Browne added.

The waiver also reflects the government’s recognition of the urgency of its housing agenda. With $100 million allocated to housing projects in 2025, including $60 million for the Booby Alley development and $8 million for the Louis Hill project, the government is determined to overcome any obstacles to achieving its goals. The initiative aligns with broader plans to expand housing options for low- and middle-income families, improve living standards, and reduce the housing deficit.

While the waiver is temporary, Browne underscored the importance of regulating the process to maintain fairness and compliance with labor laws. Workers brought in under this program will be required to register with the Labour Department, ensuring that their employment is properly documented and monitored.

The move has been welcomed by stakeholders in the construction and development sectors, who have long called for measures to address the skilled labor shortage. The influx of skilled workers is expected to accelerate progress on housing and infrastructure projects, creating economic opportunities and supporting local businesses in the process.

In addition to housing, the government is investing heavily in infrastructure improvements, including road rehabilitation, water supply upgrades, and energy projects.
