UPP’s Malaka Parker Says ABLP Turned PDV CAB Into Politically Transactional Programme

Malaka Parker, the United Progressive Party’s candidate for St. John’s Rural North, has accused the Antigua and Barbuda Labour Party (ABLP) government of politicising and mismanaging the PDV CAB social safety-net programme, arguing that it has been transformed from a structured system of protection into a politically transactional form of assistance.

Speaking at a UPP political meeting, Parker said PDV CAB was introduced when the UPP was in government as a rules-based social protection programme designed to shield vulnerable households from the effects of global oil price fluctuations. She said the programme supported more than 10,000 households and operated independently of political discretion.

Parker argued that PDV CAB was funded through savings and dividends generated from oil purchases rather than through taxation, which she said allowed it to function as a transparent and insulated system. She said beneficiaries did not have to seek approval from politicians or rely on discretionary handouts to receive assistance.

According to Parker, the programme prioritised woman-led households, pensioners, children and seniors caring for grandchildren, groups she described as central to the UPP’s social protection framework under former prime minister Baldwin Spencer.

She criticised the ABLP government for dismantling the programme’s original structure, contending that its replacement with voucher-based and discretionary assistance has made access to support dependent on political engagement. Parker said this approach undermines dignity, fairness and certainty for vulnerable citizens.

Parker said that instead of strengthening and expanding PDV CAB, the current administration monetised and politicised the programme, marking a departure from what she described as a transparent and non-partisan model of social protection.

The ABLP government has previously defended its social support programmes, saying they are intended to address economic hardship and rising living costs.

  1. This program has been f’uped by the Labour Party. I have been to shops and witness people who absolutely do not need to be on this flashing their cards because they support ABLP and the one who really need it are refused all because they are believed to be non supporters. ABLP is purely a criminal organization

  2. I knew that with the return of Malaka Parker into the UPP fold that she would hit the ground running.

    She’s right in calling out the ABLP for trying to take credit for the PDV CAB program where 10,000 vulnerable households benefited (including women led households; vulnerable pensioners and children) under the guidance of the Honourable Baldwin Spencer and the UPP that this great initiative commenced.

    As she correctly mentioned about the UPP: “…credit where credit is due…”

    And she further highlighted about the current abuses of the ABLP incumbents:

    “… how can we benefit? […] how can we monetise this?”

    Keep ruffling those ABLP feathers Your Most Honourable Ms Malaka Parker.

When leaving, the UPP , she verbally labeled it a dump.Recent departures have stated the very same things Parker stated yet she is now back. Before coming back to UPP, there she was lobbying for a big seat at the labor table. She is now back to the UPP eating her own vomit, now doing her usual of attacking a party because she did not get the prominent role she desired. Anyway maybe she can help persons like Pearl, with messaging. The utility subsidy as of two months ago benefits 6,264 households. In order to qualify the household must have income of no more than 1K and have a senior who is over 65. According to Parker, all get it only because they support the ABLP

  14. Until Miss Parker can show that Gaston Brown is lying when he said she came to him begging for ambassador job, I will not support her.
    If what he said is true, then the UPP has to consider itself the choice of last resort for her.
    She cannot get a bly but Tabor and Smith get call traitor.

    Baldwin Spencer gave her too much liberty and she paid him back by killing his bill. Now she is back what damage will she do this time if she does not get her way?

She is really a big TRAITOR and the UPP should stop calling people traitor when people like Malaka, Bruce Goodwin, Sylvester Brown and Gatie James left the UPP to form the DNA and now they are back to the UPP they are like Jesus Christ while Smith and Tabor are Judas Iscariot. If the UPP know what’s good for it they stop calling people traitor and get the party in order. Malaka is as big a traiotor as Smith.
