WATCH: Baltimore Unveils Three-Pillar Plan for St. Philip’s North Development

Randy Baltimore, the Antigua and Barbuda Labour Party’s candidate for the St Phillip’s North by-election, has outlined a three-point development agenda focused on environmental protection, youth empowerment and community partnership.

Speaking at a town hall at the Glanvilles Community Centre, Baltimore said his approach would centre on “practical progress” and accountable leadership. He described environmental stewardship as essential to residents’ livelihoods, arguing that sustainable practices would strengthen long-term resilience.

He also pledged to expand opportunities for young people and working families through skills development, saying community growth must benefit everyone. His third pillar, unity, calls for collective effort rather than individual leadership.

Baltimore additionally identified infrastructure priorities, including an ambulance service, a fire station and a pharmacy for the constituency. Health Minister Sir Molwyn Joseph has indicated an ambulance service could be introduced within 60 to 90 days.

Acknowledging the legacy of long-serving MP Sir Robin Yearwood, Baltimore said he intends to build on that foundation as he seeks to lead the constituency into its next phase.

  1. So Baltimore just release three points plan?????
    Does he unilaterally just decide what’s good for the constituency and what isn’t?
    Did the communities have an i put in the plan?
    That’s how the labour party operates.
    They d onot care what’s in the best interest of the constituency.
    Once they see a means to raping the island that’s what they want.
    Why didn’t he release his plan from day one when he won the labour party’s nod to be its flag carrier?
    So the plan is effective just to win an elections?
    If he doesn’t win the plan goes into the dust bin

Facial expressions of randy: this is the onliest time me can act as though me in charge, my position will be deputy speaker of the house, and Gaston is going to be the substantive minister of st Phillips north, because they don’t want no little black boy like me get up in a them land business at long bay between Gaston and he son and robin huge track of lands for he and he white friends.

  3. And here’s the “three pillars” that will save the St Phillip’s North (SPN) and the country as a whole in this by-election, and come the next General Election:

    1) Will the constituents of SPN vote for MORE lack of financial transparency by returning the ABLP; or send out a very strong message to them that this cannot go on any longer?

    2) Defeating the ABLP is a must, because it will a message to ensure that they can no longer take the electorate for granted anymore; and also in the future when public workers are to be FULLY paid, then they’ll pay them; and when pensioners expect their regular stipends then they’ll pay them also

    3) And finally, if by some miracle the ABLP do retain SPN, then this tells the whole of the Caribbean region and the watching world that Antiguans are voting 🗳 for the same old same old of broken promises of; rising crime rates (that hasn’t been properly addressed by the PM and AG); and the rising cost of living prices (including the out of control price gouging by retailers

Blah, Blah, Bla, after 50 years and I repeat after fifty years, this Constituency under Labour should be the model Constituency, it should even be the second City in Antigua, now you are coming with more promises. The only thing that should be needed is just maintenance of all the good things that should have been in place. Just more ABLP bull to keep us loyal. Just stop the mamagism

    Fifty years.
    That is longer than most young people in St. Philip’s North have been alive. Some of your parents were children when that political era began. Now you are adults — and the same system is asking you to quietly continue it.
    But here is the truth:
    You are the generation living with the consequences.
    You are the ones searching for work.
    You are the ones trying to start small businesses.
    You are the ones wondering whether your future is here — or overseas.
    This by-election is not about tradition. It is about your opportunity.
    If fifty years of uninterrupted political control did not transform this constituency into a powerhouse of youth employment, innovation, and economic growth, why should you assume that simply changing the name on the ballot will suddenly deliver it?
    Youth loyalty should not be automatic. It should be earned.
    Look at the reality:
    How many sustainable industries exist here for young entrepreneurs?
    How many structured mentorship or startup programmes are active and measurable?
    How many modern community spaces are designed for your development?
    How many policies directly target youth wealth-building — not just short-term assistance?
    If the answer feels underwhelming, then you already know something needs to change.
    The most powerful weapon young voters have is not protest.
    It is the ballot.
    For too long, older generations voted out of habit. Out of tradition. Out of party loyalty. That is their choice.
    But you are not obligated to inherit their political habits.
    You are allowed to demand:
    Clear job creation targets.
    Real economic investment plans.
    Public accountability reports.
    Concrete youth development strategies with timelines.
    You are allowed to say: “Show me the plan.”
    Because this is not about nostalgia.
    It is about whether you will build your life here — or be forced to build it somewhere else.
    St. Philip’s North cannot afford another election decided by habit.
    Young people must decide whether this moment becomes another continuation — or the start of something bold, demanding, and future-focused.
    Fifty years shaped the past.
    This vote will shape your future.

  6. Randy might very well be the change SPN needs because all that is taking place now underscores the neglect of the Salad over 50 years. I not to long drove east and saw Collins road being fixed. How is it a then parliamentary representative who has been there for 50 unbroken years with access to state funds could not have seen and made this a priority. I dont blame him but rather blame the people of SPN for accepting such mediocrity. Continue to celebrate his 50 years of unbroken NO SERVICE.

  7. I just love this! The town hall meeting by Gaston and ALP has open Pandora’s box, it created institutional confrontation between the young voters and Gaston’s ALP ethos and UPP. The ethos of the ALP and Gaston is white monopoly capital domination and empowerment while the ethos of the UPP is for the empowerment of the common black child.
    Listening to a young lady complain about DCA issuing letters of removal of vendors from long bay beach, where Gaston and his son and robin and his white friends has interest opened the Pandora box, Mr Turner had to jump to defense saying he did not ask for that young lady mom specifically to move, when in truth all the vendors would be moved for white empowerment. Remember when Gaston threatened that ” mama pasta” will be moved? Well that property is affiliated with Randy’s uncle from the village of willikies, but back to the young lady who made it clear that they had all the necessary authorization by DCA and the ministry of tourism to build their shops upon the long bay beach front 19 years ago, which points to the UPP era in office as the then government empowering local black picky head people, and turner and Gaston realizing that this will create institutional confrontation differences between the ethos of the UPP empowering black picky head people and juxtapose it to Gaston ALP that want sell off everything to the white man had to do a performative 360 degree, because the haulting of eviction from the beach to the vendors is tentative whether randy win or not, the young people are not stupid they see white people and Chinese over looking the said beach front area.
    Gaston can fool the people sometimes, but this younger generation is not illiterate as there fore parents. And shame on randy to sit in their company to represent Gaston and ALP enrichment scheme through selling off long bay beach against the village interest and his own uncle mama pasta restaurant. May the Pandora box of 50 years continue to unravel the real truth of robin heinous crimes against the black villagers who has never been liberated from white rule since 1981 independence like the other part of Antigua lay naked.

  8. If ABLP loses this by-election and they should. They are going to do wonderful things in order to win back the Constituency in the General election. We should teach Baltimore, Gaston and the rest of the Cabal we are the ones in charge and not them. God delivered us from Robin, now they want to bring someone who supported Robin’s neglect of the Constituency
