8. These are the kinds, of programs which MUST be implemented, by the UPP on a regular basis, not just during elections or because you’re(UPP) is not the Ruling Arm, of the Government.
   As, I’ve stated before, this young man obviously has a vision(short to long term), an efficient and effective team.

    So Shuggy has intentions of instigating a voucher program. This I am sure will be a blessing for many who are struggling. How can this be anything but good? At least he is not doing it for votes.
