VACANCY: Chief Nursing Officer (CNO)Ministry of Health, Wellness and Social Services – Commonwealth of Dominica

The Ministry of Health, Wellness and Social Services is inviting applications for the post of Chief Nursing Officer—the highest leadership position in nursing in Dominica. This is a rare opportunity to shape policy, drive innovation, and guide the future of nursing services across the nation.

Key Responsibilities include, but are not limited to:

  • Strategic Leadership
  • Developing and implementing national nursing policies and strategies aligned with the Ministry’s mission.
  • Advising Executive Leadership and Cabinet on all nursing-related matters.
  • Serving as a core member of the Ministry’s management team.
  • Oversight of Nursing Services
  • Leading and managing nursing services across hospitals and community health centers island-wide.
  • Supervising and providing technical support the Director of Public Health Nursing and Director of Hospital Nursing Services.
  • Ensuring equitable staffing, efficient resource allocation, and quality patient care.
  • Quality & Standards
  • Monitoring nursing practices to ensure compliance with national standards and international regulations.
  • Collaborating with the General Nursing Council to review legislation, regulations, and professional standards.
  • Driving quality assurance, patient safety, and service improvement initiatives.
  • Capacity Building & Development
  • Leading recruitment, retention, and professional development of nurses.
  • Fostering a culture of mentorship, continuous education, and innovation.
  • Partnering with nursing schools and training institutions to advance curriculum and training standards.
  • Performance & Governance
  • Overseeing performance management, appraisals, and workforce planning for nursing services.
  • Preparing operational plans, manage budgets, and advise on resource allocation.
  • Disaster Preparedness & Resilience
  • Acting as the nursing focal point for disaster planning, response, and recovery.
  • Representing nursing in national emergency committees and resilience-building efforts.

Qualifications & Experience

  •  Master’s Degree in Nursing, Healthcare Administration, or related field
  •  Current Nursing License in Dominica
  •  At least 7–10 years of progressive leadership in nursing, including senior management roles

  • Excellent communication and interpersonal skills
  • Proven ability in policy development, workforce management, and resource planning
  • Commitment to high standards of care, professional ethics, and continuous improvement
