The United Progressive Party (UPP) is calling on the Cabinet to make public the signed agreement between the Government of Antigua and Barbuda and the St. James’s Club Antigua Limited.
Information came to the fore last week that, through an agreement signed on September 23, the Government will receive a US$6 million loan – through the National Asset Management Company (NAMCO) – from the local hotel.
The funds reportedly are earmarked to renovate the defunct Jolly Beach Hotel.
The document, deemed an employment agreement and a loan agreement, states that the lender will receive a 50 percent reduction in corporate income tax for 15 years. This exemption is irrevocable and was to have been confirmed by the Cabinet.
This discount will also apply to all the other businesses in which the lender has an ownership interest.
Contained in the agreement are several other disturbing clauses, including that NAMCO must automatically pay US$3 million to the lender if the contract is terminated.
Harold Lovell, the UPP Political Leader, says the details of the signed agreement should be released since there is great public concern about what is now alleged about the deal.
Meanwhile, there have been too many announcements of various interests in this resort, Lovell says.
And now, he notes, the terms negotiated by the Browne Administration appear to be benefiting the investor – but doing nothing for the taxpayers but saddling them with more repayments at high interest rates.

If you are the typical labour supporter, no wonder this country cannot move forward. Is Lovell the problem or the labour government? From what we have been told, this investor is in business with a labour minister. If what is being said about the agreement is true, you see nothing wrong with Gaston giving away all the government taxes for fifteen years and then borrowing all over the place to run the country? You are the same ones who keep writing about Lovell giving away taxes to Sandals.
You are telling me that the government could find another lender for $6million US and repaying the loan from the same taxes they are giving away? You are saying that the tax holidays are not only for Jolly Beach for all these investors businesses? What can go so?
If what we are being told about this agreement is correct, then there is a lot we are not being told like how much is being contributed to the Labour Party and how many ministers of government are involved in this rip off of the people’s money.
Gaston thinks he is the smartest person in Antigua so would not sign off on something like this unless people other than the investor are benefiting.
In all fairness to the UPP, it’s not them as a party per se you know. It’s Harold Lovell. People just don’t like, trust, or care for him.
I honestly believe if he and some others like Giselle, were to step aside that the party would do so much better.

The way Lovell operates you would think he really doesn’t know how government functioned. Did he, Harold, make public the deal he signed with Sandals? And since the UPP was the one that established the Information Commissioner. So, if he wants to see the document just follow the protocol. And by the way he can have Pringle and or Walker ask questions from the PM when next they have parliament.
