A new U.S. report has raised concerns about the vulnerability of foreign workers in Antigua and Barbuda, particularly those linked to Chinese and Cuban government-affiliated programs, even as the country remained on the U.S. State Department’s Tier 2 watch list for human trafficking.
The 2025 Trafficking in Persons Report noted that while the government has stepped up efforts to prevent exploitation and protect foreign workers, it continues to fall short in critical areas.

The report cited gaps in screening and said authorities again failed to confirm any trafficking victims, a pattern that has persisted since 2019.
According to the report, approximately 72 Cuban medical professionals are working in Antigua and Barbuda under a state-to-state arrangement, and civil society observers warned they may be compelled to work under conditions of forced labor imposed by the Cuban regime.
Chinese nationals employed on construction projects linked to Chinese state-affiliated programs were also flagged as at risk of exploitation.
The government has begun reviewing contracts involving Cuban workers to ensure that employees—not the Cuban regime—receive 100 percent of their pay, the report said.
It added that oversight of Chinese-affiliated construction projects remains limited.
Despite training programs for frontline officials and the adoption of a 2025 National Action Plan, the government did not initiate any prosecutions last year and has never secured a trafficking conviction.
The report said weak investigative capacity, inadequate witness protection, and corruption within the legal system contributed to an environment of impunity.
While the government spent nearly $99,000 on anti-trafficking activities and continued outreach through billboards and media campaigns in multiple languages, observers said systemic shortcomings continue to leave workers—especially those from overseas—vulnerable to abuse.

America should just shut the hell up, if they are so concerned about Cuban workers why not lift the embargo that they have against cuba for the past 60 plus years.
The USA has orchestrated the biggest facade over the years of it so call cuban embargo, Cuba is used as a proxy to limit Caribbean growth. the embargo against Cuba was not meant to hurt Cuba , it is used as a facade towards hegemonic control of all other Caribbean countries there sovereignty there economy. the cuban embargo facade is the tool it uses to restrain our Caribbean sovereignty, thereby infantilizing us as a people for the same lifespan of the embargo on Cuba throughout the years.
So if you look closer into this cuban embargo it’s a platform tool used to control and keep the Caribbean under the hegemony of the USA as we seek the USA validation.
Throughout the years the Caribbean loses a lot economically, our economy could have grown 4 times it’s present estimates, I don’t use GDP as reference, because it only measure extractive wealth and not the small home grown businesses of the dominant population numerically of these countries which are of African descent, it only concern itself with the wealth extraction of foreign elites who are merely the one percenters. And here is where china and Venezuela and Cuba comes in as they inject economic growth into the Caribbean economy which is breaking the USA strangle hold on these countries that is worrying these neocolinial masters. If the Caribbean politicians become honest like traore of Burkina Faso, the Caribbean would totally emancipate itself from the elongated tentacles and the emasculation and infantilization we are subjected to. the western world lobby our politicians calling them to meetings for instructions to carry out corrupt practices against it citizens whom they should be accountable to.
Only with honest politicians the Caribbean will rise and shake off the tentacles of the neocolinial agenda as Cuba uses it’s humans resources to inject growth socially and economically and Venezuela oil contribute to energy to drive down the cost of doing business through transportation and electricity and social services to the elderly under the Hugo Chavez nationalization of the Venezuela oil to benefit the Venezuela people and the Caribbean black African descent of these islands.
