Testing and Surveys Underway Ahead of Major All Saints Road Upgrade

Preparation work is advancing on the long-awaited overhaul of All Saints Road, with teams conducting surveys, testing, and early assessments ahead of full reconstruction.

The project, led by Amdex—a partnership between the Canadian-based Dexter Company and a local contractor—marks one of the country’s largest road undertakings. Government Communications Director Maurice Merchant said the Canadian firm brings extensive North American experience to the effort.

Merchant said crews have begun surveying the corridor and cutting patches for testing, noting that the work goes far beyond resurfacing. In partnership with APUA, the project will replace old utility pipes along the roadway to avoid future excavations.

“It will be a full upgrade—road surface and essential underground utilities,” Merchant said. “The goal is to perform this work in one unified effort so the road is significantly transformed for the long-term benefit of the community.”

The reconstruction will span roughly 11 to 12 miles, from V.C. Bird Bust in St. John’s to English Harbour, making it one of the most significant infrastructure projects in recent years.

Authorities are planning traffic diversions to reduce inconvenience. Officials expect short-term disruptions but say the completed project will deliver major road improvements for commuters across the island.
