While this situation has become a news item, it is still outdated. Most bigger countries are moving away from passengers filling out arrival forms. Instead, they request Advance Passenger Information (API) from the Airlines and in some cases even Passenger Name Records (PNR).
I reviewed the online form for St. Lucia and it did not make it any easier for the traveller. I believe the paper form would take less time to fill. After filling the online form, you will receive a receipt via email, which you have to submit to the immigration officer (not sure if it has to be printed – if so, would be a waste of paper still).
