“We thank God for his mercies and for sparing our beautiful country,” Prime Minister Allen Chastanet said, adding that the public service had resumed normal operations from midday.
He said workers in the private sector would await instructions from their employers. Chastanet said that small craft operators are advised to remain in port.
He said residents in flood prone and landslide areas should exercise caution.
The Miami-based National Hurricane Centre (NHC) said that heavy rains and gusty winds were still affecting the northern Windward Islands and Southern Leeward Islands.
But in its latest bulletin, the NHC said that Dorian was now 60 miles west north west of St. Lucia with maximum winds of 50 miles per hour.

The NHC said that Dorian is moving toward the west-northwest near 13 mph and this motion is expected to continue through tonight, followed by a turn towards the northwest on Wednesday.
“On the forecast track, the center of Dorian will move across the eastern and northeastern Caribbean Sea during the next few days, passing near or south of Puerto Rico on Wednesday, move near or over eastern Hispaniola Wednesday night, and move north of Hispaniola on Thursday.
“On Thursday night and Friday, the center of Dorian is forecast to move near the Turks and Caicos and southeastern Bahamas,” the NHC said, adding that slow strengthening is forecast during the next 48 hours.
“Dorian is forecast to be near hurricane strength when it moves close to Puerto Rico and eastern Hispaniola,” it added.
