Bowen Urges Focus on Gun Sources, Calls for Container Scanning

Opposition MP Sherfield Bowen says authorities must prioritize tracing how illegal firearms are entering the country and adopt new technology to stop them at the border.

Speaking at a United Progressive Party town hall, Bowen rejected what he described as “knee-jerk” reactions to violent incidents and argued that combating crime requires planning and coordination across sectors. He pointed to the rise in gun-related crimes as a pressing national concern.

“One of the biggest factors in the escalation of crime is gun violence,” Bowen said. “The beginning of this analysis to deal with crime, you have to figure out where the guns are coming from. Where are the guns coming from? How do they get to Antigua?”

Bowen questioned whether the weapons were arriving by sea through remote drop-offs or hidden in shipping containers entering local ports. He said identifying those channels must be the “first order of business” in addressing the problem.

“If in fact they’re coming from containers laden with goods, then you need to increase the checking of containers,” he said. “You need to invest in various technologies that can scan these containers and detect whether weapons are in them and combat that”.

He added that because Antigua and Barbuda does not manufacture firearms, all weapons are being brought in from abroad. Tackling the flow at its source, he argued, is essential to curbing crime.

Bowen also called for a broader, long-term strategy that brings together police, educators, social workers and communities, insisting that only a coordinated approach can deliver lasting results.

  1. This is indeed our biggest worry in Antigua and Barbuda and even in the Caribbean and there are no quick fixes to remedy it. Many criminal networks in the US purchase firearms and ammunition at licensed retailers, gun shows and pawn shops and many of these guns and amunitions are smuggled to Caribbean nations like Antigua and Barbuda via sea, often hidden in containers passing through the ports and are usually intermingled with food, clothing and other personal effects. In many instances, firearms are exchanged for drugs between countries – even between Caribbean countries. Additionally, with our vast unpolished regions and porous borders, it provides an easy cover for smuggling operating.

  4. Bowen, a lawyer and accountant by profession, was charged for the murder of Tessa Barthley. Ms. Barthley was shot in her neck on 16 th December 2003 outside Bowen’s office at Nevis Street, St. John’s. She died on 23 rd December 2003.

They heard what sounded like a firecracker. Shortly thereafter, Constable Charles went towards his vehicle which was parked in the vicinity of Bowen’s office. He saw Bowen sitting on the steps of the building which housed his office. He saw Ms. Barthley lying on the ground not far from his motor car.

  8. The foreigners are bringing them in. Every person and package from Jamaica, Guayana, the DR, and Trinidad should be searched.

  11. Everyone knows the guns arrive in barrels and containers, sometimes disassembled. The others comes on boats/ships.

    Barrels are not thoroughly searched for guns but for drugs. Based on what is going on, us, who will never break the law, for any reason, should simply be allowed to carry our firearm, lawfully permitted/licensed.

    It is already flooded with illegal guns, strategy now should be as MP Bowen stated, constant patrols to detect illegal weapons, and issuing of weapons to those with the demeanor, training and legal knowledge for the use of a firearm.
