Serpent Charged Over Fracas With Michael Browne

Radio personality Algernon Serpent Watts has been charged over an incident with Education Minister Michael Browne.

Watts has been slapped with three charges, the specifics are still coming to hand.

They relate to an incident on Monday where Browne was a guest on an Observer Radio programme hosted by Dave Lester Payne.

According to reports, sometime after the show, Browne uttered to Watts the words “I forgive you.”

It is reported that Watts became angry and began to vent although exactly what was said remains unclear.

Browne reported the matter to the police and a few days later Watts was interviewed, arrested and charged.

A source said Observer Radio is prohibited from reporting on the issue.

      It is obvious that people, starved of knowledge often tried to cause ‘…Public Alarm.’

      From professional knowledge and experience, a person would only be arrested if a fracas was witnessed by a police officer, who shall immediately intervene to ‘…Prevent a Further Breach of the Peace.’

      For an incident which occurred on ‘…Monday July 1 and dealt with on Friday July 5, 2019, the officer concerned with the investigation may apply to a Magistrate for ‘…Warrant In the First Instance,’ to arrest.

      Where a Magistrate was not satisfied and declined to issue such Warrant, the officer may proceed by Summons.

      It was clear that Serpent was ‘…NOT ARRESTED’ and charged.

      From that which is in the public domain, the investigator might be looking at three Complaints;

      (i) …Indecent Language;

      (ii) …Threatening Language; and

      (iii) …Assault.’

      However, given the place where these were alleged to have occurred and existing bad relations between the parties concerned, the police might prudently wish to advise themselves to ‘…advise the Minister to take his own legal proceedings.’

      Whoever it is, hope that the ‘…Knight In Shining Armor’ is paying keen attention.

  5. With all of the unsolved crime in Antigua and Barbuda, WTH they don’t focus on real crime. It’s been over a year since Thug Life rob Carlisle Bay and fled the scene, without a trace. All the unsolved robberies. They need to focus on that. Michael Browne like to stretch the truth. He just did it on the platform in St. Kitts. He needs to focus on his job. Fix the dam eBooks and the overcrowding in the schools. That should keep him busy!

      This is so, particularly where the incident reportedly occurred, and one of the parties/operators of the station involved.

      This was the proper legal advice to be given, and the correct advice to follow.

      No facts are available to see why ‘…hell broke loose.’

      Follow these simple steps and questions;

      The partnership/operators of Radio Observer are ‘…Dave Lester Payne and Algernon ‘Serpent’ Watt.’ Both hosts separate programming.

      Reasonably drawn inferences are that they choose their guests.

      Now the questions are;

      (i) ‘…Was the Minister at the Radio station lawfully or unlawfully?

      (ii) ‘…Was the Minister an intruder or a trespasser?

      (iii) ‘…Was he guest to the facility?

      (iv) ‘…If so, at whose invitation? .

      (v) ‘…On whose programme did he appear?

      The only person to answer these questions is ‘…Dave Lester Payne,’ thus the only person who might be able to help in resolving the matter between the ‘…Minister and Serpent,’ might be Dave Lester Payne.

In my opinion…which one can only hope we are still entitled to an opinion…Michael Browne is a pompous little ignoramus who appears to be riding high because he happens to be a (related) minister in a pin head sized island whose present and only claims to fame in the world is the disgusting stealing/corruption practiced within the top to bottom civil service and the selling of passports to money laundering crooks and terrorists. Perhaps MB has a persecution complex and perceived that Mr. Watts spoke inappropriately to him and if Mr. Watts did say something that MB didn’t like then also perhaps acquiring some testosterone might help that issue. It happens to all of us and we don’t run to the police and tell tales…If one cannot take the heat in the political kitchen then it’s best to get out and go do a real job.

  12. I wonder why Browne took up Dave’s offer to come to the station for an interview. You know Serpent does not want to see any Labour Party people down there. And it’s his radio station anyway. But Browne is right you cannot deal with these type of people any other way but through the courts. They will understand that Antigua has laws and no one is above them.

This is not an incident warranted to be charged or warned. What law is this? The minister diminished himself and his office by involving a third party (the police). He instigated the verbal response so he should keep a stiff upper lip and take it like a man. 😒
