Registration of pensioners to PDVCAB’s Senior Citizens Utility Subsidy Programme

In March 2008, the Government of Antigua and Barbuda in collaboration with PDV Caribe Antigua and Barbuda Limited (PDVCAB) launched the Senior Citizens Utility Subsidy Programme (SCUSP).

Registration is conducted twice per year in May and November.

This programme is open to all Social Security pensioners and demonstrates the Government’s commitment to supporting senior citizens who have played significant roles in nation building.

Currently there are 6,264 beneficiaries on this programme; 147 of which are in Barbuda. Funding for the SCUSP is provided through the PetroCaribe Initiative and is administered and monitored by PDVCAB.

Under this initiative, senior citizens receive vouchers valued at $1,200 annually towards their APUA utility bills. 

 Requirements:

  • Social Security Pensioner 65 years or older
  • Monthly household income does not exceed EC$1000
  • Utility account not previously registered

Qualified pensioners desirous of registering for this programme are asked to note that registration will take place at PDVCAB’s office in the Lake and Kentish Building, Upper Long Street from November 4th to November 28th, 2025; Mondays to Fridays from 9am to 2pm. Documents needed for registration are the Social Security pensioner’s card (Age or Survivors Pension, Age Grant Letter); Proof of household income; Valid Government issued photo identification and recent APUA utility bills (Residential Electricity, Water and Telephone).

  1. This is illustrative of the bureaucratic and backwards Antigua and Barbuda administrative policies.
    A Social Security Pensioner 65 years or older
    whose Monthly household income does not exceed EC$1000 had to go through this archaic and manual process
    A pensioner living in Barbuda for example needss to travel over by Ferry or plane to visit the PDVCAB’s offices in person.
    No one in government sees anything wrong with that?
    Beyond the cost cumbersome nature of registration to persons who makes less than $1000 per year; it speaks to a Government still operating pre the PC era. A 1970s process thats like running an obstacle course

    How about digitizing the process.

    If students at UWI Five Islands studying computer science at UWI can’t design a computerized version of the application process to be completed on a PC or smart phone then taking about Ai at UWI Five Islands is a joke.

    High schoolers and secondary 3rd graders are designing much more sophisticated systems.

    The Government seems lost in means and methods they inherited from Colonial days.
    That’s why it was so easy for the Bronco situation went on so long undetected.
