Reflections on the Throne Speech – Development by Design: Why Antigua and Barbuda’s Progress Is No Accident

By Garfield Joseph, MBA

As Antigua and Barbuda enters the second quarter of the 21st century, one truth stands out: national development is never accidental. It is the product of strategic planning, strong leadership, ambition, and perseverance. Yesterday’s Throne Speech, delivered by His Excellency Sir Rodney Williams, was not just ceremonial—it was a roadmap for the next 25 years, grounded in the achievements of the past and the vision for the future.

A Record of Deliberate Progress

Twenty-five years ago, in 2000, Antigua and Barbuda’s GDP stood at $802 million. Today, it exceeds $2 billion, marking a growth rate of more than 300%. This is not mere happenstance. As the Governor General declared:
“Our island-state, despite setbacks, has experienced a quarter century of growth—solid, stable and soaring!”

This progress occurred despite hurricanes, droughts, global financial crises, and a pandemic. It reflects a nation that refused to surrender to adversity. Antigua and Barbuda now ranks 53rd on the UN Human Development Index, ahead of every other Caribbean country—a testament to deliberate investment in education, healthcare, and infrastructure.

Strategic Pillars of Growth

  • Education as a Catalyst
The establishment of the UWI Five Islands Campus was a bold move. Today, Antigua boasts its second Rhodes Scholar, Miss Resa B. Nelson, proof that the nation’s educational system is producing world-class talent. “The attainment of a university education… turns our society into a powerful engine of opportunities.”
  • Infrastructure and Connectivity
From $100 million in road reconstruction loans to airport upgrades and a planned underwater sea cable for faster internet, infrastructure development is central to economic expansion.
  • Empowerment Capitalism
Citizens now own shares in major enterprises like WIOC, creating wealth across generations. “Empowerment capitalism at work,” the Governor General affirmed.
  • Healthcare Transformation
The upcoming National Health Insurance Plan will expand coverage and portability across CARICOM. Investments in dialysis and mental health facilities underscore a commitment to wellness and longevity.
  • Tourism Diversification
With luxury resorts on Barbuda and record-breaking cruise arrivals, tourism remains a cornerstone—but now with higher-value offerings. “Tourism,” the speech reminded us, “is everybody’s business.”
  • Climate Leadership
Antigua and Barbuda is shaping global policy on climate justice, championing the “polluter pays” principle and leading efforts for a Loss and Damage Fund.

Hope, Gratitude, and National Pride

As we reflect on this journey, we must acknowledge something profound: it did not have to be this way. Many nations have faltered under similar challenges, yet Antigua and Barbuda has risen. God has been good to us, and this performance is a testament to our resilience, creativity, and ability to excel as a small island state.

Since Independence, we have transformed from a colony built to extract wealth for others into a nation creating and distributing wealth among its own people. That is no small feat. All of us—regardless of political persuasion—should be proud of how far we have come and grateful for the blessings we enjoy. Yes, there are areas for improvement, and yes, we can do better in some sectors. But by and large, Antigua and Barbuda stands as a beacon of progress in the Caribbean.

As someone who, like many immigrants, has chosen to call this country home, I am deeply glad—and so are countless others—to live in a nation that values ambition, opportunity, and community. Our story is proof that with vision, unity, and faith, small states can achieve greatness.

The Governor General’s words ring true:
“The building and forward movement of Antigua and Barbuda continues unabated… The New Year 2026 has a very bright outlook.”

Let us embrace that outlook with gratitude and determination. Development is not by accident—it is by design. And together, we will keep soaring.
