PM Browne Proposes Community Rules to Preserve Standards in Booby Alley Housing Project

As the Booby Alley housing project takes shape, Prime Minister Gaston Browne has suggested the introduction of community rules to ensure the new development remains a clean, safe, and well-maintained space for future generations

. Speaking at the groundbreaking ceremony for the project, Browne expressed his commitment to fostering not only upgraded living conditions but also a culture of shared responsibility and respect among residents.

“We’re building a community here, not just individual homes,” Browne stated. “For this project to succeed, we need everyone to contribute to maintaining a high standard. It may be necessary to establish certain community rules to ensure these new standards are upheld.”

Browne’s remarks reflect a proactive approach to maintaining the project’s long-term impact, aiming to avoid issues of neglect or disorder that have affected similar developments in the past.

The Booby Alley redevelopment, a collaboration between Antigua and Barbuda and the People’s Republic of China, provides 150 climate-resilient condominiums with waterfront views in one of the nation’s most underserved areas.

Browne underscored the unique value of this project, noting that it gives the country’s poorest citizens access to high-quality housing in a prime location. “This is an incredible opportunity, a gift for our residents, and we must all work together to protect it,” he emphasized.

Community standards are crucial, Browne noted, in a setting where residents live in close quarters. “In this type of communal living, one person’s actions can impact the entire community. It’s essential we establish a framework that respects everyone’s right to a clean, safe, and orderly environment,” he explained.

To reinforce this, the Prime Minister suggested that rules might address issues such as waste management, noise levels, and prohibiting illicit activities to keep the area safe and appealing.

Browne drew on previous examples to illustrate the potential pitfalls of neglect. “We’ve seen projects in the past deteriorate over time due to a lack of community oversight. We cannot let that happen here,” he remarked.

“Booby Alley should be a place residents feel proud of—a model for other communities to follow.” He indicated that the government would work closely with residents to develop these guidelines and that any rules implemented would be aimed at preserving the value of the properties and ensuring a positive living experience for all.

In his address, Browne acknowledged that some former Booby Alley residents who have moved into temporary housing in Villa and Point areas have already taken pride in their new surroundings, maintaining gardens and keeping public spaces clean.

“This is the standard we want to see continued when they return to Booby Alley,” he said, commending the residents’ efforts to create a welcoming environment and noting that such behaviors will be crucial in sustaining the quality of the new project.

The Prime Minister also emphasized the significance of instilling this sense of discipline and pride from the outset, noting that “maintaining this community in good condition is a matter of respect—for oneself, for one’s neighbors, and for the broader public.”

He added that residents must consider the impact of their behavior not only on their current surroundings but also on future generations. “We’re creating homes that can be passed down, that will hold value for years to come. Let’s ensure that they are cherished, maintained, and respected so that our children and grandchildren inherit something worthwhile.”

As construction progresses, the government plans to work with future residents to build a set of shared standards that will help preserve Booby Alley’s status as a leading example of sustainable urban development in Antigua and Barbuda.

  2. Well Mr. PM I’m glad I’m not in your shoes, because changing people’s culture is not an easy thing to do. Look at how we litter in this country so indiscriminately, it’s heartbreaking to see our people being so nasty. No pride to keep their country clean. And even in the villages where once people had pride to keep in front of their homes free from bush and keeping the drains clean. That is now gone. Everyone leaves it up to the government to do. Civic Pride is gone. When I travel to places in the far east like Singapore and see the cleanliness of the strees and malls I am so envious and wish my homeland could be even half of that. It would make me so proud. My country men and women are a nasty set of people. Just the other day I caught my neighour emprying her plate of food in the bushes in the vacant land opposite her property. She doesn’t realize that would attract rodents and stray dogs.
    The people that used to live in Boobey Alley have a certain value of live and I doubt that they can turn around from one day to another without having had proper education of social values and expected behavior, that they can change their behavior patern so drastically. I can only hope so. But I won’t hold my breath. In fact their are examples of that in Europe, where they relocate people that used to live in tge gettho into new social housing appartment buildings. Some as high as 20 stories. And gues what, when you accustom to spit outside the window or throw your dirty water out the window, you will keep on doing so, even from 20 stories high. Many of the common areas such as the stairways and the elevators were the first to show deteriation. And about ten years later the place was a slumb again. Hallways reeked of urine and garbage was placed all over.
    i really do not want to sound negative, but some training and education will have to happen if you want these people to change their behavior and keep the standard of these condos at a very high level.
    Many would remember the TV Serie The Beverly Hill Billies.

    It depicted the same thing when taking people from a farm and bringing them to live in a upscale city.
    The people from Boobey Alley are taken from a slumb and being placed in a first class condo. Some say they have never had a shower before or sit on a toilet.

The prime minister made a controversial decision to relocate the residents of bobby alley,a place they had called home for many years.This move seemed to disregard the communities comfort and sense of belonging.The area was then handed to the Chinese development company for modernization and redevelopment.Many residents felt displaced and frustrated,voicing concerns over the lost of their familiar surroundings and the impact this would have on their lives.The decision sparked to debate about the development priorities,community rights, and the importance of consulting residents in significant changes.What is there exactly to celebrate

These people has no tolerance for people of color. Our government think that these people care for them but they laught at us ɓecause we are nothing but fools.

    In commending the Administration of the Government of Antigua/Barbuda, And Others, in progressing Thus Far in the provision of Proper Housing for the inhabitants of Booby Alley, I would like to remind US All of the Sequence of Events preceding “getting Us To THIS Stage”…….

    Some Persons were NOT Treated fairly and Respectfully …… Many do not know up to NOW …… Exactly WHAT will be REQUIRED of Them when the TIME COMES to be assigned one of THESE Homes being BUILT With a Grant from CHINA …. as A GIFT to the PEOPLE Of ANU/ BAR ……. I understand that Barbuda and Other Areas in Antigua, are included in THIS GIFT from CHINA!!!!!🇨🇳

    My HOPE is that on the completion of THIS PROJECT, A Fair-Handed Method will be Employed in Delivering these Houses to the Former Residents .,,,,, And That A Very Limited Rent will be Collected by AN AGENCY To be FORMED by The Residents ….. And that Such Funds will be used for The Education And Commitment of These Residents to the CONTINUOUS Security, Beautification, Upkeep, and Needed Services in THE BOOBY ALLEY Community!!!!

Of course there is regulation stipulated by DCA and should not have a quasi DCA as they did English harbor for gentrification, so the prime minister should not be touting anything special for the booby alley residence, but by the way this clearly shows the house will never be theirs, people had their house removed and is now force to be Tennant, and I don’t think we black people are fully enthused with a warmth of heart to empower our own black people, I can here the strictures in Gaston voice, looking back in history of housing projects, those small non utility equip houses that v.c bird presided over had the options of utility rooms, but as usual the black man has no love for each other so Mr bird told the British that it was ok without, while Johnson’s village and villa had full utility, then plm under Walter did cassada gardens and Pahram and had full utility and sewage system, so this booby alley is going the gentrification way, let’s watch it to the end. And when you look the same black politicians calling for reparations, which if given in cash it will be all stolen and return to these countries private offshore banks accounts, helping those banks to be liquid to give their citizen low interest loans. The black masses will get nothing, you think those politicians want you to have a swimming pool like them?
