
Prime Minister Gaston Browne says the government will modernize the operations of the Treasury Department in 2026 as part of a sweeping public sector reform agenda aimed at improving efficiency, transparency and financial management across the state.
Browne made the announcement during the presentation of the 2026 national budget on Thursday, calling the upgrade one of the most important administrative reforms planned for the new fiscal year. He said the overhaul is necessary to strengthen accountability, reduce delays and ensure that public resources are managed with greater discipline.
According to the Prime Minister, the government will undertake a “structural reform and modernization of the Treasury Department”, a move he said will streamline operations and enhance oversight of how public funds flow through the system. The initiative is expected to improve payment processing, tighten expenditure controls and modernize the way financial data is recorded and verified.
Browne said the reform is part of a broader plan to improve public sector performance, which also includes strengthening audits, implementing new accountability tools, and enhancing the operational standards of state-owned enterprises. He argued that these changes are essential for a “credible and modern state,” particularly at a time when the government is focused on consolidating fiscal gains and reducing debt.
The Treasury overhaul will be complemented by a new productivity and professional development program delivered through the University of the West Indies Five Islands Campus. Browne said public servants will receive targeted training intended to raise capacity and support the shift to a more efficient, digitally driven public financial system.
“This modernization is about making sure the machinery of government works better for the people we serve,” Browne told Parliament, adding that improved Treasury management will help safeguard public finances while enabling faster, more reliable service delivery.
Details on the restructuring plan, including timelines and specific technological upgrades, are expected to be outlined during the budget debate next week.

They know everything that’s going on in Antigua, except for the times the evidence point right to them, then they are quick to plea the fifth and start filing law suits, talking about “Defamation”.
