Permanent Secretary in the Ministry of Foreign Affairs, Clarence Pilgrim, has been reassigned to the Ministry of Creative Industries in what sources describe as a sudden change within the public service.
The move appears to have been a last-minute adjustment to a wider reshuffle of senior public officers.
Sharon Stevens, who previously served as Permanent Secretary in the Ministry of Creative Industries, has now been appointed Permanent Secretary in the Ministry of Foreign Affairs.
Meanwhile, Ena Dalso will remain as Permanent Secretary in the Ministry of Education, according to sources familiar with the changes.
The decision follows public sentiment that Dalso should continue in the role after what many residents have described as strong performance within the ministry.
The adjustment has prompted quiet discussion in administrative and political circles, with observers watching to see whether further changes in the public service may follow.
Director General of Communications in the Office of the Prime Minister, Maurice Merchant, said the assignment of Permanent Secretaries falls under the authority of the Public Service Commission.
He noted that the Commission has the discretion to deploy senior public officers according to the needs of the public service.

In my opinion. That so called PUBLIC SERVICE COMMISSION HAS TO LISTEN TO THE MAN WITH THE STACHE. IS ANTIGUA AND BARBUDA A DEMOCRACY OR A DICTATORSHIP? WHERE ONE MAN RULES THE NEST AND ALL MAY FOLLOW.THAT WOULD BE SO SHAMEFUL AND DISGRACEFUL.
What has become of the BRONCO and Vehicle Gate matters?
There is strong, very strong public sentiments that a thorough independent forensic investigation is a must regarding the Broncogate.
Pilgrim is somebody’s scapegoat.
Could it be Ronald or Chet?
The question that need answering is THE WHY?
The PS needs to provide leadership, be innovative and always be aware of the clients that their department serves.
The Transport Board, for example, uses common sense, or possibly AI, to improve vehicle registration and driver licensing each year. Their staff are switched on, mature and friendly. Inland Revenue collects property and other taxes efficiently and in a helpful way.
The DCA, Passport, Police, Intellectual Property Rights, and Immigration are examples of departments that require strong PS involvement.
Why would the Government transfer a PS to another function if that PS has not demonstrated technical interest, has made inappropriate staffing decisions, or has not responded to correspondence that the function and services expect and are due?
Much better to put him than at the Ministry of Education. Too much baggage for such an important ministry. Not that the PS assigned is all that but she is a million times safer than. Too greedy and too sticky. Wa too self-enriching man crabs cannot fit in the Ministry of Foreign Affairs?
