English Harbour residents and businesses seek improved ATM access amid persistent cash shortages

A broad coalition of residents, traders, workers, visitors, university students, and investors in the English Harbour area has launched a petition calling on the Eastern Caribbean Amalgamated Bank (ECAB) and local political representatives to install at least four additional automated teller machines (ATMs) across the community.

The petition, organised under the banner of ‘The English Harbour Community,’ highlights longstanding challenges faced by locals and visitors due to the limited cash withdrawal facilities currently available.

At present, the sole ATM located at Nelson’s Dockyard is unable to meet the demand for cash 24 hours a day, often running out or becoming inoperable for extended periods.

Community members say the shortage of accessible cash impacts small businesses and daily life.

Many traders reportedly cannot accept card payments due to restrictions imposed by banks, while workers, students at the University of Health Sciences Antigua, taxi drivers, and visitors often find themselves unable to access cash for essential purchases such as food, petrol, and transportation.

“The current ATM facilities are not fit for purpose and have been inadequate for many years,” the petition states.

“This cash shortage harms local trade and forces unnecessary and costly trips to St John’s for cash withdrawals, which in turn reduces spending within the English Harbour area.”

The petitioners have identified 13 potential sites for new ATM installations, including Covent Garden Supermarket, Antigua Yacht Club Hotel, Falmouth Harbour Marina, UHSA Medical School, and others across St. Paul’s Parish.

Alongside the call for additional machines, the petition requests a feasibility study to assess these locations and urges the bank to increase the frequency of cash deliveries to the existing ATM, currently serviced only once per week.

So far, polite requests to banks and government officials have yielded no progress, prompting the community to seek formal action through this petition.

The petition is addressed to ECAB and MP E.P. Chet Greene, the political representative for the area, seeking urgent attention to what residents describe as a critical barrier to economic and social activity in English Harbour.

  1. This is the most nonsensical suggestion I have seen in many moons. 13 plus the current one. So 14 ATMs for English Harbour. Probably more than exist in Antigua in locations that are not in the banks. Wow. Do they know the cost of an ATM? And obviously if it was so profitable don’t you think the banks would have fought to establish them. Banks are in business to make profits. Now I use the term “fought”, because at least 2 banks have tried over the years and have been stopped by the Parks Commissioner because she wanted the ATM sited inside Dockyard. So yes the current ATM service is abysmal and at least another one is needed but not 12 or 13. But this will not happen as long as the current Parks Commissioner is still on the job.

  2. It would not require the stated amount of 13 additional AMT. But definitely, a few more locations would be welcom for expedient transactional access. It can be arranged, that some retail businesses establishments install ATMs that charge a reasonable minimum fee for withdrawal, and mandatory local cross banking access upon demand. As it is: the current arrangement is woefully inadequate for convenience; and should have nothing to do with the function of The National Parks establishment.

  3. So apparently some of us are only functionaly literate. No where in this article is it asking for 13 addional ATMs
    In the very first paragraph it asked for an additional 4.

    Later, it identified 13 locations where ATMs can be placed. That is not asking for 13. That is saying that the 4 that they are asking for, can be placed at any of the 13 suggested locations.

  4. Not surprised by this. Rather than addressing the basic societal needs, political class is currently running around making rethorical statements about Ai
    All of the individuals and the institution who can address this matter are all asleep on the job.

    When they wake up, they are going to conferences yelling Ai, AI, Ai.

    These people both academia’s and politicians have little idea what is Ai.

    The very Member of Parliament is among those Ai novices screaming Ai Ai, while the constituency is petitioning for simple and almost outdated banking services.
    Among those asleep are the banking regulators. For over 6 yemesrs the ECCB has been attempting to introduce digital currency. A simple fix they are still awaiting.
    Having to go the petition route is indictive how underdeveloped his country remains.

    The Eastern Caribbean Central Bank are among those institutions who should be into of issues such as this rather than the Governor of ECCB planting tres at Novell Richards Secondary School.

    Unfortunately there is no news organization on Antigua and Barbuda or even the Eastern Caribbean with the capacity to consistently address these basic issues. Sad but true.
