PERRY BAY MAN ARRESTED FOR ROBBING TOURIST
Police arrested 56-year-old John Richardson of Perry Bay for robbing a tourist of a gold chain.
It was reported that a visitor was walking along the junction of Market and St. Mary’s Streets when the suspect snatched the jewelry from the man’s neck and ran.

A female traffic officer who was on duty saw what happened and gave chase. He was eventually apprehended and taken him into custody.
The officer was reportedly assulted and beaten by the suspect during the process of subduing him.
She was taken to the hospital for medical treatment.
The piece of jewelry was recovered by the police.
The incident occurred around 9:45 am on Saturday, 28 December.

I commend this female officer. I immediately want her information to see what I can do for her. Thank you for this service. I want to apologize to the tourist who is a victim of robbery (the application of force to get the necklace from around the neck of the visitor). Of US citizen, my crime victim advocacy would have been able to provide this victim with advocacy/representation to seek crime victim funds that can pay for counseling, medical care to his/her neck, transportation to police, transportation to fly back to Antigua to testify/cooperate in any legal matters pertaining to this, housing here to cooperate, loss of income from work would be repaid by the fund etcetera.
This matter would have been investigated by my office and then represent/advocate for this client before the US state he is from crime victim funds board/program/agency/administration.
This matter should be investigated as a larceny (theft of personal property), robbery (use of force to take personal property), aggravated assault/battery (strangulation by pulling the necklace), strangulation (using something to prevent a person from breathing) and mayhem. They are all qualifying crimes for the funds, except for larceny.
I am sorry my endeavor was not supported by ABLP, AG, PM Browne and MP Chet Greene as this would have been a vital tools used to help this tourist-victim deal with the horrific traumatic experience from this vicious crime that occurred in Antigua and Barbuda in broad day light, in public. This shows how important my endeavor is to Antigua and Barbuda’s tourism industry.
The victims counseling can begin now while in Antigua and would be paid to that local counselor, billing at US rates.

@Pompey, Robbery is the application of force/fear to take the personal property of another with the intent to permanently deprive.
Here, which have been successfully argued in many cases law, pulling a necklace from around the neck of a person may have resulted in a resistance (not only from the person but from the necklace to pop from the neck) thus causing the perpetrator to apply more force than is needed to merely take, this extra force has successfully been argued to turn such action from larceny to robbery.
All prudent attorneys/police will attach the charge of robbery in matters like this, and prove or attempt to prove their case. It is reasonable to conclude based on the thickness of the necklace, any marks on the neck, and the apprehension the victim was in prior or during the snatching no matter how short such period was. That is why it is vitally important to interview such witness when advocating for my clients for US State Crime Victim funds or US immigration crime victim benefits. The police/prosecutor may not have charged correctly or completely.
Larceny would not allow the victims to get any sort of benefits (immigration or crime victim funds), while a robbery would (if mentioned by the police or the facts witness statements are presented and supported to be more than a larceny).
@Pompey, I want to respectfully thank you for this topic to show why advocates must perform their own investigation in which will put us at high risk of harm and why our firearms are vitally important to have. If you just sit there and present a police report in US immigration proceedings for crime/abuse victim visa and greencard you are probably committing legal malpractice. You must investigate yourself and present your own evidence for your client too.
There is no way on earth is could charge this person with only a larceny. He had the knowledge that pulling the necklace could result in injuries, as it may not burst with a simple pull, it may require a whiplash to burst. That is an application of force, with the requisite intent.
My charges for him would and must include larceny, robbery, assault/battery and maybe Mayhem (I must see the neck and size/thickness of necklace).
