Cabinet Monitors APUA’s Efforts to Curb Electricity Meter Bypass
The Cabinet of Antigua and Barbuda is closely monitoring the Antigua Public Utilities Authority (APUA) as it intensifies efforts to curb electricity theft following reports of some businesses allegedly bypassing electricity meters to avoid paying for usage.
According to Director General of Communications Maurice Merchant, the Cabinet was briefed on APUA’s findings and the measures being implemented to strengthen monitoring and enforcement.
Merchant said APUA has begun introducing new technology capable of detecting tampering and unauthorized connections, allowing the utility to identify irregular consumption patterns in real time.
He noted that Cabinet fully supports APUA’s initiative to safeguard government revenue and ensure fairness among consumers. “The Cabinet was advised that APUA has been taking steps to improve its system to prevent businesses from bypassing their electricity meters,” Merchant said.
The latest measures include enhanced inspection routines, digital tracking of meter data, and the installation of upgraded smart meters across several commercial areas.
Electricity theft has long posed a challenge for the utility company, leading to financial losses and placing additional strain on legitimate consumers.
Officials say the new detection systems and monitoring tools form part of a broader push to modernize APUA’s operations and maintain the financial sustainability of its electricity division.
The Cabinet emphasized that penalties for illegal connections will be enforced under the existing laws governing public utilities, and urged full compliance to ensure equitable service across the country.

All they need to do is to compare utility consumption of likewise businesses and see if the variances are acceptable. I mean I once compared my neighbours bill to mine and asked him what appliances he had and I noticed that his bills were $200 lower then mine with the same amount of appliances. No need to ask my neighbour how come his was so much lower. I even tried lowering my electricity bill by installing a gas waterhearter, but the consumption remained almost the same. I have LED Bulbs everywhere. The only thing I have that my neighbour doesn’t have are two led floresent lightbulb in my garage. But then they have light bulbs on their fence on the entire night. Just bring in the guys from QESS. They’ll get you covered.
@less we forget: nothing tall go so, that load of your neighbor that is plugged in has got to be calculated by distance, start from let’s say your meter to that plug point current times distance for expected wattage to get consumption, and temperature difference on all appliances varies consumption, let’s just leave it there, or else an engineer will have to let us both know how off we are .
And by the way the commitment APUA have will not allow you to go with those low bills.
