I’m so happy that Public Works finally understands that it is better to do this type of work at night. In fact, were it not for neighbourhood noise pollution I would suggest for all construction to take place at night. It is so un-human and unhealthy to work in the hot hot sun. Your productivity level will be at its lowest. The night weather is cooler and more conducive to work. There was a European construction firm that introduced the early morning hour when they were doing construction at Jumby Bay. They started working at 4:00AM and measured the production for the first four hours. Which was 8:00AM and to everyone’s surprise the production was so high that they dismissed the workers at 2:00pm. Only a handfull of workers were allowed to do overtime and worked till 4:00pm.
And I hear the PM now taking the Port to 24/7 work. Strange some years ago when the Port opened I suggested this. As ships were complaining that their turnaround time was delayed because of the Port opening hours. And in this induistry time is money. There is absolutley no reason that we should close the Port and therefore deny ourself from collecting revenue. Actually the NEW ASYCUDA System we are already set to do bussiness 24/7. And therefore clearing goods from the port doesn’t have to be during the day time when traffic is already congested. And ofloading at warehouses can take place at night time. This is a great policy that would be implemented.
One warning to the PM and Cabinet is the ABWU. They will have more power and will use it. And we need to make Port workers to become essential workers. Cause you do not want them to criple our main stream of revenue. And yes the military should have been trained a long time ago in this work. One more thing Mr. PM. We need to increase warehouse capacity around the Port. Build them and rent them put. And consider making somewhere close a Free Trade Zone. That way Manufactures can do business right at the port. Just like what we see in Panama and Curaçao. Maybe AMAZON would also consider putting a warehouse in Antigua for distribution through the OECS. Or maybe the Chinese ALIBABA would consider warehousing in Antigua. But ddo not expect them to come and invest in the infrastructure themself. We need to build it. Just like what we did when we build all the warehouses at Coolidge.
